This position is assigned to Fleet and Family Readiness, Program; Fleet Readiness Division (N92); Commander, Navy Region Mid-Atlantic Norfolk VA. Incumbent serves as the Region Program Manager responsible for the overall planning, management, administration and technical direction of all Morale, Welfare, and Recreation (MWR) including MWR and Galley Essential meals policies and operations at Navy installations and operations assigned to and organized under CNRMA AOR.

Program management duties comprise 80% of incumbent's time and include but are not limited to:
Serves as the N92 Program Manager and principal advisor to N9 FFR Director, NRMA, for all matters pertaining to MWR, and Galley programs, policies, and services, including all associated financial and policy support functions. Responsible for ensuring timely, accurate and consistent execution of Department of War, Department of the Navy, and Commander Naval Installation Command plans, guidance and policies pertaining to management, operation, and administration of programs, facilities and services. The incumbent formulates, manages and ensures compliance with program related policies originated by CNRMA. Establishes and coordinates the overall achievement of operational and strategic management goals for NRMA N92 programs. Responsible for the overall planning, management and oversight of operations associated with all MWR and Galley programs and activities located throughout the MidLant Region. These programs and activities include but are not limited to: Indoor/Outdoor Fitness and Recreation programs and Deployed Forces Programs; Community Recreation and Business Activity Services . May provide oversight of the MidLant School Liaison Program. Provides oversight of all renovation, remodeling, alteration, minor construction and major construction involving all N92 facilities in close collaboration with N94 Services, NAVFAC and CNIC. Reviews requests, sets priorities and approves funding for the repair of existing N92 buildings. Evaluates requirements, sets priorities and directs the planning and coordination of future construction, renovation and remodeling projects to fulfill mission needs, including those funded by MILCON, O&MN, and NAF. Responsible for ensuring the proper management, control and use of N92 program financial resources, APF and NAF for CNRMA. Supports the overall management, administration and professional development of MWR and Galley Civil Service and NAF employees. Assess, evaluate and monitor the needs and preferences of eligible patrons; measures/evaluates customer satisfaction levels for existing program improvements, and utilizes business and communication strategies to maximize the reach, informing and attracting eligible patrons to the various N92 services programs. Conducts regular installation and program site visits within MidLant Region to evaluate the condition of programs and facilities, communicate with local leadership. Communicates and works with installation Commanding Officers, Executive Officers, Installation N9 Directors and/or N92 Installation Program Managers on a recurring basis to ensure that equitable and consistently high standards of performance and customer service are being maintained in the management and operation of programs and services. Identifies, on a continuing basis, areas for potential improvement in the management and operation of programs, including opportunities for controlling costs and/or realizing increased revenues through new ventures and right-sized services. Receives general guidance and direction from the NRMA N9 Director and is delegated the authority to represent at meetings/conferences pertaining to N92 programs, policies, operations and services. Hosts meetings and conferences to communicate and discuss matters of similar content and importance to Region and Installation managers and supervisors. Communicates directly with professional counterparts at CNIC (N92) and OPNAV (N46) on matters pertaining to N92 program policies and operations. Maintains liaison with management personnel of other military services, outside agencies and professional organizations that are involved in service type programs and operations. Manages/directs the general administration of the Regional N92 programs to ensure the timely and complete submission of the required technical, administrative and financial reports to higher authority. Reviews/directs official/unofficial correspondence pertaining to the management, operation, and administration of the N92 Programs. Administers and ensures compliance with comprehensive Region fire, safety, sanitation, security, facilities, and environmental and occupational health programs. Management/Supervisory duties comprise 20% of incumbent's time and include but not limited to:

Bachelors Degree in Recreation/Leisure, Business Administration, Food and Beverage Administration or related degree is preferred but not required
