DUTIES:

DUTY 1: Serves as manager and administrator of wing's emergency war order information security program. Controls and protects all cryptographic material with extensive knowledge and comprehension of the Cryptographic Access Program (CAP).
DUTY 2: Serves as Assistant Top Secret Control Officer (TSCO). Co-manages Air Force Space Command's largest Top Secret account containing over 3,500 mission critical documents used in launch control centers, classrooms and simulators.
DUTY 3: Alternate Positive Control Material (PCM) Custodian. Co-manages the wing's operational Positive Control Material (PCM) program guaranteeing perfect control and accountability of over 3,600 mission-critical nuclear authenticators.
DUTY 4: Alternate Wing Single Integrated Operational Plan (SIOP) Program Manager. Co-manages wing's missionĀ­ critical Single Integrated Operational Plan (SIOP) program providing rigid control and information security for OPLAN 8044 operations.
DUTY 5: Serves as Fortezza responsible officer (FRO) controlling secret and unclassified Fortezza cards and associated documentation through comprehensive understanding and interpretation of Air Force Instructions, Joint instructions and local operating procedures

  • Must obtain and maintain a Top Secret SSBI security clearance with SIOP/ESI access.
  • This position is subject to provisions of the DoD Priority Placement Program
  • This is a Testing Designated Position (TOP). The employee is subject to random drug testing as a part of the SIOP program.
  • Employee may be required to work other than normal duty hours, to include evenings, weekends and/or holidays
  • Overtime and/or emergency overtime may be required.
  • Disclosure of Political Appointments
  • The employee may be required to travel on military and commercial aircraft.
  • DoD Security Fundamentals Professional Certification (SFPC) and Security Asset Protection Professional Certification (SAPPC) conferrals are required within 2 years of the established employee EOD or initial assignment date.
  • Employee must be able to be certified under the Personnel Reliability Program (PRP).
  • This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes knowledge of a wide range of telecommunications and computer security, techniques, requirements, methods, sources, and procedures for the following programs: Computer Security (COMPUSEC), network security, communications security (COMSEC), Electronic Key Management System (AFEKMS), Emissions Security (EMSEC), STU III, FORTEZZA security, Security Awareness, Training and Education (SATE), Top Secret Control Account (TSCA), Positive Control Material (PCM) and vault-access security requirements. Knowledge of technical characteristics of standardized telecommunications systems operating modes, equipment configuration, system software rules, work processes/rules, data models, file/database design/structure and content, internal computer processes, computer applications, and utility programs sufficient to administer the COMSEC program and carry out safeguarding of cryptographic equipment and material.

EDUCATION:
: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. NOTE: You must submit a copy of your transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION:
A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Mastery of all governing COMSEC and security regulations, procedures, and local operating instructions. Expert knowledge of ICBM communication systems operation to support analysis and issue of communications security problems.
  2. Comprehensive knowledge of filing plans and the Air Force Records Management System. Expert knowledge of automated data processing concepts, systems capabilities, and economic usage to effectively accomplish assigned functions.
  3. Mastery of administrative and security procedures involved in the production and distribution of classified and cryptographic material. Ability to analyze, interpret, and apply rules, regulations and procedures to a variety of situations and to recommend timely and economical solutions, often with little or no direction.
  4. Ability to plan and organize work load, and coordinate with other office agencies as needed. Ability to communicate effectively, both orally and in writing, often with HHQ agencies such as USSTRATCOM and NSA.
  5. Ability to train others on Air Force practices and procedures in a structured classroom setting.6. Ability to confidently make decisions and set team priorities independent of outside direction.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Additional Duties continued:
DUTY 6: Serves as Secure Voice Responsible Officer (SVRO) controlling OSS secure voice equipment including secure telephone units and DMS communication equipment as outlined by Air Force instructions.
DUTY 7: Serves as 341 OSS/OSK Equipment custodian in charge of inventorying and controlling all pieces of OSS equipment including, but not limited to, all secure voice equipment and a base-unique NSA-approved Top Secret disintegration device.
DUTY 8: Serves as 341 OSS Emergency War Orders Top Secret (TS) Local Area Network (LAN) administrator. Maintains classified LAN and server providing the backbone of all 341st Space Wing nuclear targeting capability.
