Summary

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: Serves as a Digital Services Analyst for the Joint Activities Command.

This position will be filled at Fort Bragg, NC and Arlington, VA.

This is a Term NTE 3 YEARS. Cannot be made permanent.

Duties

Help
  • Utilize quantitative and qualitative assessments of user needs to identify the most effective levers for improving digital services across the DoD.
  • Analyze SIGINT data to access trends and threats implications within critical geographic and functional areas.
  • Provide subordinates with operations guidance, direction, and oversight; articulate shortfalls and capability gap analysis to senior leadership.
  • Tests the success of government-wide standards for digital services, leading to their adoption across the force and the command.
  • Plans and executes an iterative strategy for scaling an organization from startup phase to mature.

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top-Secret security clearance with Sensitive Compartmented Information SCI access for the duration of employment.
  • Employee must successfully pass a urinalysis screening prior to appointment and periodically thereafter.
  • May be required to work uncommon tour of duty hours, working either fixed or rotating shift which may include evenings, weekend and/or holidays.
  • Position subject to one year trial period unless previously completed.
  • Incumbent is required to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 6/08). Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually thereafter.
  • This position has a TDY or business travel requirement of 25% of the time to various CONUS and OCONUS locations.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes conducting data driven analysis to assess real-world impacts of situations and technology; and implementing the agile or equivalent iterative development approach to deliver solutions to customers. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

  • Position may be filled as a term appointment NTE 3 years. Term appointments may be extended up to a maximum of six years. With DoD approval, term appointments may be extended beyond 6 six years, but not more than 8 years. **NOTE - A current Army employee with personal competitive status who accepts a time-limited appointment (such as term or temporary appointment) will forfeit their permanent status and become subject to the provisions of the term or temporary appointment. Permanent employees who accept time-limited appointments will not have placement rights to the previously held permanent position at the end of the time-limited appointment. Employees who accept such time-limited appointment opportunities will be required to sign a statement of understanding.
