Summary

This position is located in the Executive Office of the President (EOP), Office of Administration (OA), Office of the Chief Administrative Officer (OCAO), Employee Relations Branch. The incumbent serves as a journeyman specialist, performing the lead role for employee relations and the performance management program. As such, the incumbent is responsible for the formulation, promulgation, and interpretation of EOP-wide policy for assigned employee relation issues.

Duties

Help

As a Human Resources Specialist (Employee Relations), GS-0201-13, your typical work assignments may include the following:

  • Provides technical guidance, advice and counseling to management officials and supervisors on personnel and human resources laws and regulations, directives, and policy statements originating from OPM, EEOC, the Merit Systems Protection Board (MSPB), and other sources.
  • Responds to grievances, reasonable accommodations, Family Medical Leave Act (FMLA) and Paid Parental Leave (PPL) requests, drug testing, and related functions.
  • Researches and interprets legal and regulatory program guidance, including case law, United States Code, Code of Federal Regulations, and Agency Handbooks and Directives.
  • Provides technical advice and assistance to the Office of General Counsel in representing OA in proceedings before cognizant authorities (MSPB, arbitrators, mediators, etc).
  • Provides technical guidance, advice and counseling to management officials and supervisors to address issues with workforce-related conduct and performance, and Drug Free Workplace.
  • Provides local training to supervisors.

The OA Employee Relations Team provides essential ER administrative support services for 16 EOP components, including the National Security Council, the Office of the National Cyber Director, the President's Intelligence Advisory Board, the Executive Residence, and the White House Office. Each of these components regularly handle classified information and require that these essential administrative support services be provided exclusively in person.

Qualifications

MINIMUM QUALIFICATION REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the Office of Personnel Management Qualification Standards.

TIME-IN-GRADE REQUIREMENTS: Applicants possess one full year (52 weeks) of specialized experience at or equivalent to the next lower grade level or pay band in Federal service or equivalent experience in the private or public sector.

SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector.

Examples of specialized experience are:

You may qualify at the GS-13 level, if you meet the following minimum qualification requirement:One year of specialized experience equivalent to the GS-12 grade level in the Federal service or equivalent experience in the private sector which includes: (1) Reviewing regulations and administrative instructions pertaining to grievances, appeals, and reasonable accommodation requests; (2) Advising on performance management, disciplinary or adverse actions, and employee relations programs; AND (3) Preparing guidance or training to assure policies are communicated consistently for interpretation and implementation.


Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
