Help

Major Duties include, but are not limited to:

  • You would lead the park's ocean lifeguard and preventative search and rescue (PSAR) program, ensuring visitor safety across two lifeguarded beaches.
  • You would supervise and train seasonal lifeguard staff, manage daily operations, and oversee equipment, facilities, and emergency response readiness.
  • You would serve as the park's Safety Officer, conducting OSHA-compliant inspections and leading safety initiatives.
  • You would develop and deliver public education programs on water safety and ocean hazards.
  • You would coordinate with internal teams and external partners to improve safety outcomes and emergency preparedness.
  • You would also respond to water-related emergencies and provide first aid and lifesaving care as needed.
This is a permanent Career-Seasonal appointment.
  • This position includes the same benefits as Career appointments, but do not provide work on a year-round basis. You will work approximately from January to November and you will be in a non-pay status for the remainder of the year.
  • The selectee will work during annually recurring periods of employment for the position, which will last at least six (6) months but total less than twelve (12) months per calendar year. When operation needs and/or funds are not available, the selectee will be placed in non-pay status. Placement in non-pay status will not be on a sporadic, occasional, or unplanned basis.
  • Benefits while in a non-pay status - While in non-pay status your Federal employee Heath Benefits (FEHB) and Federal Employee Group Life Insurance elections will continue. You may elect to cancel or retain your health insurance coverage. If you elect to retain coverage, you may choose between paying the agency directly on a current basis or having the premiums accumulate and be withheld from your pay upon returning to duty.

  • You must be able to lift up to 50 pounds.
  • You must possess, by time of application, and maintain the following current certifications: Cardiopulmonary Resuscitation (CPR), Automated External Defibrillator (AED) and NREMT at the Emergency Medical Responder (EMR) or higher level.
  • You may be required to complete training and operate a four-wheel drive vehicle, ATVs, and small watercraft.
  • You must possess, by time of application, and maintain a valid state driver's license.
  • You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.
  • You may be required to work on-call, evenings, weekends, holidays, overtime and shift work.
  • If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.
  • You must be proficient (read, write, speak) in the English language.
  • Applicants must be at least (1)18 years old or (2) at least 16 years old and: (a) Have graduated from high school or been awarded a certificate equivalent to graduating from high school; or (b) Have completed a formal vocational training program; or (c) Have received a statement from school authorities agreeing with their preference for employment rather than continuing their education; or (d) Be currently enrolled in a secondary school and either work only during school vacation periods or work part-time during the school year under a formal student employment program.

Qualifications

All qualifications must be met by the closing date of this announcement-12/02/2025-unless otherwise stated in this vacancy announcement.

Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience.

SELECTIVE PLACEMENT FACTORS:

  • This position coordinates medical rescues and provides first aid and medical training for surf lifeguards and requires current National Registry of Emergency Medical Technicians (NREMT) Emergency Medical Responder (EMR) or higher, Cardiopulmonary Resuscitation (CPR) and Automated External Defibrillator (AED) certifications at the time of application.
  • You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required at time of application.

To qualify for this position at the GS-11 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: Supervising or managing ocean lifeguard operations; Conducting preventative search and rescue (PSAR) and water safety education; Performing ocean rescues and emergency medical response; Conducting safety inspections and implementing OSHA-compliant safety programs; Leading training programs for lifeguards and emergency responders.

Education: Successful completion of at least 3 full academic years of progressively higher-level graduate education or Ph.D. or equivalent doctoral degree related to the occupation. The major study must be in natural resource management, natural sciences, earth sciences, history, archeology, anthropology, park and recreation management, law enforcement/police science, social sciences, museum sciences, business administration, public administration, behavioral sciences, sociology, or other closely related subjects pertinent to the management and protection of natural and cultural resources. Course work in fields other than those specified may be accepted if it clearly provides applicants with the background of knowledge and skills necessary for successful job performance in the position to be filled. You must supply transcripts if using education to qualify.

Combination: Successful completion of a combination of education and experience as described above. The total must equal at least 100 percent to qualify and you must supply transcripts if using education to qualify.

Relocation Incentive May Be Authorized for a Federal employee when the employee must move, as directed by the National Park Service (NPS) either through a management directed reassignment or selection for employment, to a different location at least 50 miles away from the one where his/her position of record held at time of selection is currently located, due to a need of the NPS. A relocation incentive is not the same as a Permanent Change of Station (PCS) move and, as such, may be granted in conjunction with one another.

Additional Selections: This announcement may be used to fill additional positions if identical vacancies occur within 90 days of the issue date of the referral certificate.

Physical Demands:
This work requires speed and endurance capacity-both very demonstrably above average-to be able to do the following, back-to-back and at full throttle, physical-conditioning and skills-proficiency training regimen for the entire duration of employment during the Surf Lifeguard Season (Typically June-October):

  • Run 1.25 miles in less than 12 minutes (Two times weekly)
  • Participate in a simulated ocean-rescue drill (Once weekly)
  • Swim 500 yards in 10 minutes or less (Once weekly)
  • Review urgent-care and CPR/AED procedures (Once weekly)

This position requires long periods of standing, walking over rough and uneven hazardous surfaces, driving vehicles (including 4-wheel drive units and UTV/ATV's) in adverse weather or flooded terrain, and lifting of moderately heavy items. Strenuous exertion is required in search and rescue and required daily conditioning swims. Some assignments are sedentary. You must be able to lift 50 pounds.

Working Conditions:
The role involves high-risk environments, including prolonged sun exposure, marine animal threats, hazardous weather, and rugged terrain. Duties such as search and rescue and emergency medical services (EMS) expose workers to dangerous situations, including hazardous flights, communicable diseases, and maintenance-related hazards. Use of personal protective equipment (PPE) is often required.

The position may require irregular hours, including weekends, holidays, and on-call duty. Fieldwork is necessary to supervise staff and ensure program compliance. Work settings vary from outdoor field locations to offices and classrooms.
