This position serves as a Portfolio Manager with the Office of Asset Enterprise Management (OAEM), Enhanced Use Lease (EUL) Service. EUL is one of five main operational elements within OAEM and is responsible for managing and administering the EUL program, which allows VA to manage its underutilized property through leasing arrangements with other public and private sector entities. Through the EUL program, VA out-leases vacant and underutilized VA properties to development entities that finance, design, develop, construct, operate and maintain improvements to the property.

The Enhanced Use Lease Program manages and implements the enhanced-use (public/private ventures) leasing program. The Department is authorized to grant long-term leases (up to 99 years) of underutilized VA property and facilities. The EUL supports the development and direction of each project through the approval process. Projects result in the establishment of such facilities as supportive housing and/or wrap-around services.As a portfolio manager, the employee is recognized as a technical authority in the full range of portfolio project activities. In this capacity, the employee leads and/or performs the following tasks in relation to unusually complex and unprecedented issues: researches and evaluates the uses of public/private ventures, special purpose entities; and alternative third-party financing structures; determines and develops the business plan for implementing the most beneficial entrepreneurial interest; assists in the development of acquisition and contracting documents; and monitors projects from inception through completion.

The Portfolio Manager provides independent input during the study and analysis of possible enhanced-use assets, including examining the local market conditions, evaluating program and technical needs, and identifying feasibility in terms of short and long range needs and overall costs. The employee analyzes complex projects relating to repurposing of historic assets, reuse of vacant and underutilized VA land and buildings, prospective EUL developer proposals related to construction and renovation of buildings under the EUL authority, and provision of supportive and other services benefiting Veterans directly or indirectly. The employee serves as the key participant facilitating partnerships with the sponsoring VA facility, VA Administration, and/or private sector participants, and plans and coordinates program and project activities, along with evaluating and implementing the results. This position coordinates and overseas the overall planning, scheduling and integration of the various phases of project construction work, including pre-construction, kickoff meetings, regularly scheduled and ad hoc meeting during the construction phase, and activities associated with end of construction and transition to operational status. Duties include coordinating and overseeing aspects of operational EUL project oversight, representing the EUL program with local stakeholders and others as relevant.

Work Schedule: Monday through Friday, 8:00 am to 4:30 pm.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/28/2025.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-15 position you must have served 52 weeks at the GS-14. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. See the Required Document section below for more information regarding the SF-50s needed to verify time-in-grade.

You may qualify based on your experience as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-14 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
    • Conducting research on economic trends and related financial alternatives for construction and/or renovation;
    • Presenting research findings to management officials;
    • Coordinating the overall planning and integration of the various phases of project development and construction involving Enhanced Use Lease (EUL) and/or land management programs;
    • Providing consultation and advisory services on for legislative process/legal precedent for use lease, public/private venture issues, and/or land management programs.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Local Commuting Area: The local commuting area for this position is defined as a radius of 50 miles from Washington, DC or Los Angeles, CA. This includes all locations that fall within a 50 mile driving distance from 810 Vermont Ave NW, Washington, DC 20420 or 11301 Wilshire Boulevard, Los Angeles, CA 90073.

Physical Requirements: The work is principally sedentary with occasional site visits requiring extensive walking/touring of VA facilities. No special physical demands are required. The work may require travel for short periods of time. The work involves normal risks or discomforts associated with an office environment. The work area is usually adequately lighted, heated, and ventilated.
