  • Serve as an expert in the development, evaluation, and implementation of program correspondence and communication strategies based on policies related to Medicare/Medicaid/CHIP and other program issues.
  • Work in direct liaison with internal and external components in investigating problems and preparing guidance material, as needed, to resolve problems.
  • Develop, implement, and maintain operational requirements, including standard operating procedures and databases to manage and analyze programmatic information, such as routine and ad hoc reports, deliverables, and programmatic documentation.
  • Analyze correspondence to determine whether problems exist that extend beyond the correspondence itself and coordinate with internal and external components in an attempt to resolve differences.
  • Act as an Agency representative and contribute to discussions and planning sessions on program policy development.

In order to qualify for the GS-13, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-12 grade level in the Federal government, obtained in either the private or public sector, to include:

(1) Developing communication strategies and coordinating local, regional, and national communication campaigns to health care providers, beneficiaries, and other stakeholders regarding CMS programs;
(2) Developing public-facing materials for CMS webpages, briefing documents for CMS leadership, letters to Congress, written communications to beneficiaries, trade organizations, and other key stakeholders; AND
(3) Monitoring and analyzing consumer/stakeholder reactions to outreach/communication campaign and adjusting the strategy as needed.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time-in-Grade: To be eligible, current Federal employees must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
