The primary purpose of this position is to serve as the IT Program Manager Advisor to the Air Force Office of Special Investigations (AFOSI), Office of Special Projects (PJ) Director (PJ DR), and provide authoritative advice and guidance concerning cybersecurity, information security/information assurance, policies, plans, practices procedures, and other guidance.

Duties

Help

  • Serves as Manager Cybersecurity Advisor.
  • Expert Strategic Planner for IA Risk Management processes to further SAP confidentiality, integrity and availability.
  • Exercises supervisory personnel management responsibilities.
  • Policy development, interpretation, and oversight in accordance with the Clinger-Cohen Act, Federal Information Security Management Act (FISMA), Privacy Act, OMB, DoD and AF SAP CIO guidance.
  • Serves as Senior Resident AFOSI PJ technical expert monitor for SAP IA/IT systems.

  • Information Assurance Certification is a condition of employment. This position includes information assurance (IA) work as a paramount duty requirement. Failure to receive the proper IA certification may result in removal from this position.
  • Per DoD 8570.01-M Information Assurance Workforce Improvement Program or its replacement based on DoDD 8140.01, Cyberspace Workforce Management, the incumbent of this position must achieve appropriate IA certification within six months of assignment.
  • A waiver of this six month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3.
  • TDY is required with travel by military and/or commercial aircraft or any other mode of transportation determined to be advantageous to the government.
  • Position is designated Special-sensitive and employee must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI). A nondisclosure agreement must be signed.
  • This position is designated as a Testing Designated Position (TDP) under the AF Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions present a clear threat to the mission of the AF, national security, and public safety.
  • Incumbent of this position is required to (a) refrain from the use of illegal drugs and (b) if requested, submit to urinalysis testing.
  • Incumbent shall be subject to a counterintelligence-scope polygraph examination at least once every five years.
  • The incumbent must undergo an internal background investigations by OSI and must be approved for duty by the Commander of OSI or the Commander’s designated representative(s).

EXPERIENCE: Must have IT-related experience demonstrating each of the following four competencies: Attention to Detail, Customer Service, Oral Communication, Problem Solving AND have at least one (1) year of specialized experience at the next lower grade (GS-14) or equivalent in other pay systems. Examples of specialized experience includes: implementing a wide range of information assurance, information security, and cyber security concepts, principles, and practices to accomplish work processes using automated tools and other information technology, methods, services, and facilities; applying a wide range of qualitative and/or quantitative methods for the assessment and improvement of programs effectiveness or the improvement of complex management processes and systems; utilizing information assurance policies and system security procedures designed to protect communications and computer systems; reviewing, analyzing, and resolving difficult and complex information assurance and critical INFOSEC problems involving external interoperability; and planning, organizing, and directing the functions and staff of a small to medium sized organization.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • Mastery knowledge of advance information technology and cybersecurity principles, concepts, methods, standards, practices and security model concepts, policies and procedures.
  • Mastery knowledge of the Joint Special Access Program Security Guide (JSIG) requirements, to include the Risk Management Framework (RMF) and the Continuous Monitory Process (CMP). Expert knowledge of the policies, practices, regulations, and laws concerning SAP information assurance management processes and initiatives, Clinger-Cohen Act, Federal Information Security Management Act, and Privacy Act.
  • Expert knowledge of the AF SAP Information Technology Portfolio Management processes to include but not limited to DoDI 5205.11, Management, Administration and Oversight of DoD SAPs, DoD 5205.07-M SAP Security Manual, NIST SP 800-53 Rev 4, Recommended Security Controls for Federal Information Systems and Organizations.
  • Broad knowledge of SAP information assurance management and security regulations, practices, and procedures. Knowledge of the mission, roles, functions, organizational structures, and operation of the DoD, AF, and organizations that govern, interface with, and/or influence the Special Access Programs process and information assurance management processes.
  • Skill to plan, organize, and direct the functions of a multi-person contractor element in critical aspects of Information Assurance practices for the AF SAP community.
  • Ability to communicate both orally and in writing, clearly, concisely, and with technical accuracy. Ability to write highly complex technical and possibly sensitive issues and statements prepared for joint senior military, government, and private sector management officials. Ability to give briefings, chair meetings, lead task forces and prepare reports at the General Officer/SES level.
  • Ability to plan, organize, and direct the functions and staff of a small to medium sized organization.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

An extensive professional mastery and background in information assurance, the Joint Special Access Program Implementation Guide (JSIG), network management, standards, systems reliability and security, software development, communications-computer architectures, automated data processing system design, development, implementation, and life-cycle management as well as staying current in state-of-the art software production, computer hardware, and communications capabilities is highly desirable.

The position is situated in a fast paced, high stress staff environment required to support AF SAP CIO, Headquarters AF, and the DoD and defense contract SAP community writ large. Individual receives frequent urgent requests from general officers and other high-ranking officials, for papers, briefings and evaluations, typically concerning sensitive technology issues.
