The Director of Quality, Safety & Value provides program oversight, coordination and leadership in quality and performance management processes throughout the facility. Working within the established medical facility and network organizational structure, the Director of Quality, Safety & Value is responsible for planning, designing, integrating, implementing, modifying and administering a Quality and Performance Management Program to evaluate and continuously improve services to the Veterans it serves. The incumbent operates under broadly delegated authority, taking action to develop or modify objectives and boundaries of assignment as indicated, and plays a critical role in organizational performance improvement as a member of the management team. (20%)
Broadly defined, this position is dedicated to the pursuit of excellence in performance in priority areas established by VHA nationally and at the Network level. The position is also dedicated to the attainment of key organizational goals through direct responsibility and/or the application of expertise and oversight for the Quality, Safety and Value Service which includes oversight of the following program segments: Risk Management, Patient Safety, Safety, Green Environmental Management System (GEMS), Industrial Hygiene, Occupational Health, Integrated Ethics, Systems Redesign, Performance Improvement (PI) and Accreditation Management (30%)
Coordinate information gathering and completion of accreditation participation requirements for survey by the Joint Commission (TJC). Coordinate completion and then submit to TJC the required annual periodic performance review. Update the facility survey applications as needed. Notify TJC as required of any changes to services delivered and any additional locations where care is provided. Monitor facility major accreditation functions and initiate review activities as needed to ensure continuous survey readiness. (10%)
Coordinate facility preparation, information gathering and completion of requests for inspection reviews and self-assessments by VISN20, VA Central Office (VACO) and the Office of Inspector General (OIG). Review and assign new program Directives and Handbooks and coordinate implementation of requirements as necessary. Monitor VACO reports on OIG major QSV Systems' findings and initiate review activities as needed to ensure compliance. Respond to OIG Hotline Complaints, White House and Congressional requests as appropriate to designated areas. (10%)
Chair the Quality, Safety & Value Council and ensures assessment and monitoring of the overall QSV System for compliance with VHA Directive and ensures findings of patterns and/or trends impacting effectiveness are used to modify and improve the QSV system and facilitate accomplishment of the facility's goals and objectives. This responsibility includes participating in the decision-making process of managing QSV system operations, establishing QSV system goals and priorities, providing direction on program development and establishing strategic plans and initiatives on which the QSV system is to operate. (10%)
Provide recommendations for new policies and procedures and revisions to existing policies and procedures as necessary; compiling, coordinating and completing facility responses to recurring and non-recurring and special reports requested by VHA and VISN leadership in response to Congressional oversight or non-VA Accreditation organizations. These responsibilities require a comprehensive knowledge of the VHA healthcare management system including aspects that are in concert with local, VISN 20, VHA, and VA vision and strategic plans. (10%)
Implement the facility risk management program assuring systematic processes for management and review of administrative claims, tort claims, and incident reports referred by the Patient Safety Program, coordination of administrative investigations, and administration of the Protected Peer Review Program for Quality, Safety & Value. Assures risk management information is managed, and opportunities for improvement are properly monitored, follows-up on requests from the VISN, VA Central Office, and Regional Counsel for further information, including timely action items and submission of required reports, memoranda. Generates risk management reports as necessary containing findings, conclusions and recommendations based on activities and provides to the Director, Chief of Staff. (10%)

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in a operating health care facility or higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical or other service activities, and provided knowledge of the following: missions, organizations, programs, and requirements of health care delivery systems; regulations and standards of various regulatory and credentialing groups; and government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
