THIS IS A DETAIL OPPORTUNITY - NOT TO EXCEED 120 DAYS

Major duties include:

  • Possesses a thorough knowledge of all facets of supply chain including requirements determination, acquisition, material management, performance measurement, quality management and continuous process improvement, inventory and warehouse management, transportation, etc.
  • Provides oversight, coordination, and support for VISN and VISN Medical Centers in identifying specific requirements for money, manpower, material, facilities, and services needed to support the program and correlating those requirements with program plans to assure that the needed support is provided at the right time and place.
  • Provides oversight, guidance, program management and leadership in the operations of their VISN and its facilities, their supported activities and all aspects of acquisition and supply chain at the VISN.
  • Advises senior network/facility executives and staff on matters related to key aspects of supply chain operations and systems.
  • Is the VISN liaison to the VA Office of Acquisition, Logistics and Construction (OAL&C) and the VHA Procurement and Logistics Office (P&LO); to include the Director of the appropriate Acquisition Service Area Office (SAO).
  • Is the catalyst for supply chain performance measurement and management activities.
  • Develops plans, milestones, and policy for the accomplishment of assigned functions on an immediate and long-range basis.
  • Executes administration and personnel management responsibilities related to the accomplishment of the Acquisition Program.
  • Directs a program with significant resources; oversee the work of the organization; exercises significant responsibilities in dealing with officials of other units or organizations; and advises management officials of higher rank.
  • Establishes, overseas, monitors and manages the performance and measurement of supply chain support functions throughout the VISN for all aspects of the supply chain including requirements determination, acquisition planning/coordination/oversight, purchasing, transportation, distribution, tracking, inventory management/control, reconciliation of undelivered orders, and disposition of supplies and equipment.
  • Maintains VISN training standard by establishing a training program, developing curriculum, creating training opportunities, and developing standard tests designed to enhance the skills and abilities of their Medical Center's supply chain staff.
  • Establishes, maintains, and promotes the VISN supply chain personnel training and professional development programs.
  • Provides the VISN with supply chain expertise.
  • Works closely with the VISN financial organization to ensure goals are realized.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/17/2025.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-15 position you must have served 52 weeks at the GS-14. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-14 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Expert level knowledge of all facets of supply chain and acquisition management; Mastery of contracting methods and contract types for development of acquisition strategy; Manages and/or oversees multiple facilities acquisition programs involving coordination of, and planning for several contracts; Knowledge of post-award procedures enough to administer complex service and supply contracts; Thorough knowledge of agency program planning, funding, and management information systems; uses information technology to integrate real time data reporting of logistics, human capital, and financial information; Conducts staffing needs analysis for supply chain staff functions; an excellent communication skills.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
