Summary

Serves as the Logistics Management Specialist with responsibility for direction and control of medical logistics planning that includes multiple functional areas of Supply Chain Management (SCM), and may include geographically separated areas where no supply chain management personnel are assigned by developing and implementing policy, programs, and procedures for the accurate management planning and provides administrative and technical oversight and training to lower-graded specialist.

Help

Include but are not limited to:

  • Ensures that all assigned personnel and equipment are properly identified and prepared for deployment during simulated and actual emergency response exercises.
  • Develops assigned Supply Chain metrics which identify business objectives and drives the right supply chain behaviors for planning and executing approved strategies.
  • Resolves or contributes to the resolution of assigned high-priority logistics, supply, distribution, information or service problems through personal action or immediate coordination with required local personnel/activities.
  • Trains, plans and controls the movement of personnel and equipment during simulated and actual emergency response exercises.
  • Recommends alternate courses of action in resolving problems critical to current and future logistics requirements.
  • Providing supply chain expertise to improve supply availability with a focus on getting the right material, at the right time and right place to support the health care system.
  • Establishes procedures for the integrator and/or facilitator for contact with supply chain management customers.
  • Troubleshoots and resolves issues where supply chain deficiencies affect the mission.
  • Analyzes the effectiveness of the supply chain and supported services, and supports long range supply chain requirements and interactions
  • Initiates and tracks forecasting actions for assigned items for future placements.
  • Performs logistical assessments of strategic supply, and alerts management of system problems.
  • Communicate with customers and personnel on the role the supply chain plays in maintaining comprehensive supply chain support, operational readiness and sustainability.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/24/2025.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.

  • For a GS-12 position you must have served 52 weeks at the GS-11.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below:
  • Specialized Experience: Serving as a team lead or senior specialist in supply chain management, assisting with the direction and control of logistics planning; analyze product delivery or supply chain processes to identify or recommend changes; performing data analysis, and statistical analysis to identify improvement opportunities. This position requires some degree of specialized knowledge and experience of logistics support activities in areas of acquisition management, purchasing, transportation, distribution, inventory management and control, expendable and non-expendable equipment, and warehouse operations
Preferred Experience: Extensive knowledge and background working with medical supply inventory management (expendable and non-expendable), distribution, ordering, stocking and data analysis for medical center/hospital operations.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: Work is primarily sedentary, although some slight physical effort may be required. Work is typically performed in an adequately lighted and climate controlled office.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
