  • This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 801 within 12 months of appointment.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the grade level GS-11or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties and Your experience must reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving.
(1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT related experience demonstrating this competency includes: Reviewing my own information technology-related work or data and have been responsible for reviewing the work of others to ensure accuracy, completeness, and consistency with standards.

(2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT related experience demonstrating this competency includes: Monitor customer information technology (IT) performance trends to identify standard remedies at different support Tier levels (e.g., Tier-1, Tier-2, or Tier-3).

(3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT related experience demonstrating this competency includes: Present information technology (IT) program strategies to senior leaders for the incorporation of emerging technologies.

(4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT related experience demonstrating this competency includes: Perform a risk analysis of information technology (IT) systems to identify problems and recommend solutions.

In addition to demonstrating the four competencies above, I have one year of specialized experience equivalent to the next lower grade level (GS-11) or pay band in the federal service or equivalent experience in the private or public sector performing duties such as:
1) Managing or assisting in the management of Information Technology (IT) in support of Operational Technology aspects of Industrial Controls Systems (ICS) integrated in utility and facilities infrastructure; 2) Leading or participating in projects related to long range utilities and facilities infrastructure operating and maintenance plans for Information Assurance (IA) and IT aspects of ICS, through evaluation of system design, condition, constraints, future requirements, etc.; 3) Conducting reviews of IT plans and policies to ensure alignment with business and operational requirements as well as changes in legislation or regulatory requirements. This position has been designated as a Cyber IT/Cybersecurity Workforce position in the DoD Cyber Workforce Framework (DCWF) role 752, Cyber Policy & Strategy Planner, proficiency level of Intermediate and as a condition of employment the incumbent of the position is required to maintain qualifications in accordance with DON IT/Cyber Workforce Program requirements of SECNAV M-5239.2, This designation requires:

1. The incumbent participate in a continuous learning (CL) program as described in SECNAVINST 5239.20A and SECNAV M-5239.2. An annual 20 hour minimum of Cyber Workforce related continuous learning must be documented in a current individual development plan signed by both the employee and supervisor.
2. The incumbent must obtain the required qualifying credentials within 12 months of appointment and maintain those credentials as described in SECNAV M-5239.2) for the assigned DCWF role.
