Duties

Help
  • You will assist in the planning, design, development, implementation, and management of Cybersecurity programs that meet current and future DoD/DoN requirements.
  • You will assist in the management of all aspects of Cybersecurity, including the development, implementation, interpretation, accreditation, risk management, and maintenance of detailed Cybersecurity policies, plans, and programs.
  • You will be responsible for identifying and implementing Cybersecurity changes based on new security technologies and new Cybersecurity policies.
  • You will ensure that Command information technology systems are operated and managed according to higher authority regulations, and that users have the required security clearances, authorizations, and need to know.
  • You will generate, review, and present ad hoc reports based on trend analysis and status reports; make recommendations for improved efficiencies and solutions to eliminate recurrence of any unfavorable conditions.
  • You will serve as a subject matter expert (SME) in all phases of CWF requirements and provide assistance to subordinate commands on CWF requirements.

  • This is a Cyberspace Workforce position, work role code 722, proficiency level 'Intermediate'. The incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.

Qualifications

Applicants must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly relates to the work of the position to be filled. You must have IT-related experience demonstrating each of the four competencies listed below:

1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of experience demonstrating this competency include: Ensuring IT automated system design and developments, involving both in-house and contractual efforts, complying with Public Law, Department of Defense (DoD) and Department of Navy (DoN) Cybersecurity policies.

2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Experience demonstrating this competency include: Reporting and advising personnel on actual or potential computer virus threats, and implementing procedures for issuing, protecting, and changing system passwords.

3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Examples of experience demonstrating this competency include: Generating, reviewing, and presenting ad hoc reports based on trend analysis and status reports; making recommendations for improved efficiencies and solutions to eliminate recurrence of any unfavorable conditions.

4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Examples of experience demonstrating this competency include: Conducting threat and vulnerability assessments, reporting threats and technical vulnerabilities, and implementing effective measures to minimize vulnerabilities.

In addition to the experience demonstrating the four competencies above, you must have qualifying experience such as:

  • Expert application of IT and communication systems' integrations methods, performance tuning methods, IT security principles and methods, and project management principles and methods sufficient to plan and coordinate the installation of new products or equipment.
  • Troubleshooting, recovering, adjusting, modifying, and improving systems to solve complex problems and provide support that minimizes interruptions in service to customers.
  • Expert experience with server operations and maintenance methods.
  • Managing the computing environment through knowledge of the capabilities and limitations of computer equipment.
  • Performing system modification, testing, installation, operation, maintenance, and protocols captures to provide support related to installation, configuration, and modification of hardware and software operating systems.
  • Experience with implementing IT security principles, Security Technical Implementation Guides (STIG), DOD and Navy policies, procedures, regulations, directives, and requirements related to physical, personnel, emanations, and information security.

Education

SUBSTITUTION OF EDUCATION FOR EXPERIENCE Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position:

Completed a Ph.D. or equivalent doctoral degree from an accredited or pre-accredited institution in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management; OR

Completed 3 full years of progressively higher graduate level education leading to a Ph.D. or equivalent doctoral degree from an accredited or pre-accredited institution in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management; OR

Graduate education that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.

In accordance with DoDI 1400.25, Volume 3005, Section 3.15, all employees newly appointed to a CES position will serve a 3-year probationary period. Permanent and term employees currently serving in a probationary period in the competitive service or a probationary or trial period in the excepted service will complete the period as prescribed in their original conditions of employment in the new CES position if they transfer without a break in service or are promoted, demoted, or reassigned to a CES position.
