THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.

This National Guard position is for a MEDICAL ADMINISTRATIVE OFFICER (T32), Position Description Number D1718000 and is part of the RI 143rd Medical Group. The primary purpose of the position is to serve as the Senior Medical Officer for the entire installation, including tenant unit(s) and Geographically Separated Units (GSU) with responsibility for directing and managing all medical administrative functions.

Duties

Help

Directs the overall management of medical support for the Air National Guard installation to include tenant unit(s) and GSU(s). Determines the impact and implements courses of action regarding projected Department of Defense (DoD), National Guard Bureau (NGB), Center for Disease Control (CDC), Office of Assistant Secretary of Defense (OASD), Occupational Safety and Health Administration (OSHA), Food and Drug Administration (FDA), Environmental Protection Agency (EPA), Air Force Occupational Safety and Health (AFOSH), Federal Emergency Management Agency (FEMA), and Military Support to Civil Authorities (MSCA) that affect Air National Guard plans, directives and missions. Directs Information Management activities within the Medical Group, formulating and interpreting medical policy based on regulatory requirements. Provides policy guidance and interpretation to senior management officials to ensure compliance with medical aspects for the worldwide deploy-ability of Wing/Group personnel, geographically separated units (GSUs), and tenant unit(s). Directs work to be accomplished by the base medical and bioenvironmental programs, ensuring each is developed and implemented according to applicable regulations. Sets priorities and prepares schedules for completion of work. Reviews, accepts, amends or rejects work. Ensures compliance with all regulatory and legal requirements, medical readiness requirements, and the overall integrity of medical information and technology, force health management programs, and initiatives which operate to maintain and ensure a fit and ready force. Ensures implementation and compliance with Occupational Health for dual and non-dual status personnel, the Occupational Health Program to include the Hearing Conservation Program, Immunization Program, and Fetal Protection Program and provides oversight for base environmental pollution monitoring, Respiratory Protection Program, Radiological Protection Program, Ionizing Radiation Program, Potable Water Quality Program, Hazard Communication (HAZCOM) Program, and Quantitative Fit Testing Program.

  • NATIONAL GUARD MEMBERSHIP IS REQUIRED. This is an excepted service position that requires membership in a compatible military assignment in the Rhode Island Air National Guard prior to the effective date of appointment.
  • Selectee will be required to wear the military uniform.
  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation.
  • Participation in direct deposit is mandatory.
  • For positions requiring the operation of motor vehicles, candidates must have a valid state driver’s license for the state in which they live or are principally employed.

MILITARY REQUIREMENTS:
For Dual-Status Technician positions service affiliation under Title 32 USC 709 is required. Military skill set is determined by AFSC/MOS requirements. Upon selection, individuals must be assigned to a compatible military AFSC/MOS in accordance with statutes and National Guard Bureau regulations and must obtain/maintain all requirements of the AFSC/MOS.


GENERAL EXPERIENCE:
Experience, education or training which provided a general knowledge of principles of organization, management, and administration. Compiling reports, letters, memoranda, etc., and required person-to-person contacts to convey information. Progressively responsible experience which demonstrates the ability to provide technical guidance and assistance in the type of work or in comparable work of the position to be filled. Experience using computer and automation systems.

SPECIALIZED EXPERIENCE:
1-year specialized experience equivalent to at least the next lower grade level. Experience, education or training in program or managerial experience in a type of work or a combination of functions directly related to the position to be filled or in comparable work or functions. Experience developing and recommending policy; organizing and carrying out specific programs, evaluating and recommending changes in methods of operations. Experience in supervisory, staff or technical work which included study, analysis or evaluation leading to the development or improvement of managerial or administrative policies, practices and procedures. Experience preparing written communications and oral presentations.

Education

An education requirement is generally not applicable for this grade level (GS-12) and position (0301).

Additional information

Persons appointed with indefinite status may be separated when their services are no longer needed. Should the need for the indefinite time limitations placed on this position no longer exist, the Indefinite Appointment may be converted to permanent action without further competition pending previous federal service credit.

If an applicant from the Competitive Service applies and is selected for this position, he or she will have to convert to the Excepted Service.

  • Knowledge of fiscal management to include basic budgeting and accounting processes.
  • Knowledge of legal aspects of managing a healthcare organization.
  • Knowledge of medical logistics systems to include basic supply chain management.
  • Knowledge of Patient Administration.
