This National Guard position is for a SUPERVISORY QUALITY ASSURANCE SPECIALIST (T32), PD # D1819000, part of the RI 143d Airlift Wing. The purpose is to supervise, establish and direct a planned, systematic approach of a quality assurance program designed to provide the maintenance managers confidence that aircraft, aircraft systems, products or supporting processes conform to technical, safety, workload and customer requirements.

Duties

Help

The position serves as the Supervisor of the Quality Assurance Division. In that capacity, the supervisor plans, implements, and executes a quality assurance program that includes independent surveillance and evaluations of all assigned aircraft, aircraft components, and maintenance personnel. Plans, directs, organizes, and exercises control over Quality Assurance Specialists (non-supervisory employees) assigned utilizing a comprehensive knowledge of aircraft to include electronic equipment and systems, manual and automatic flight controls, airframe, landing gear, pneudraulics, and jet engine propulsion, armament, munitions, and associated systems. Applies a comprehensive knowledge of employee relations, management techniques, peer mediation, root cause analysis, trending, and statistical methods.

Plans, organizes, and oversees the activities of the Quality Assurance Division. Develops goals and objectives that integrate organization and Quality objectives. Establishes, revises, or reviews policies, procedures, mission objectives, and organization design for the staff, as necessary to eliminate work problems or barriers to mission accomplishment, promote team building, and implement quality improvements in response to concerns with regulatory compliance. Plans work for accomplishment by subordinates, sets and adjust short-term priorities if necessary. Evaluates requirements for additional resources. Balances organization needs with overall mission requirements and resource interests. Identifies need for change in organization priorities and advises the Maintenance Group Commander on required actions to implement such changes. Provides training and experience to the workforce with regard to sound maintenance practices of the aircraft and associated equipment, and knowledge and capability in the military mission, and aircraft. The aircraft are part of the military mission, daily flying training, and support of the assigned Air Force Total Force operations. Manages the maintenance and inspection effort involved in keeping aircraft in an airworthy - combat readiness state, to include capability to carry out daily flying missions and ensure all maintenance operations are executed safely and in accordance with published guidance.

  • This is an excepted service position that requires membership in a compatible military assignment in the Rhode Island Air National Guard, required prior to the effective date of placement.

Compatible Military Assignments: For Dual-Status Technician positions service affiliation under Title 32 USC 709 is required. Military skill set is determined by AFSC/MOS requirements. Upon selection, individuals must be assigned to a compatible military AFSC/MOS in accordance with statutes and National Guard Bureau regulations and must obtain/maintain all requirements of the AFSC/MOS.

GENERAL EXPERIENCE: Experience in fields such as quality control, quality inspection, contracting and purchasing, supply and storage, industrial or production planning, research and engineering, maintenance, and test and evaluation that provided (1) familiarity with quality assurance or related work, (2) pertinent product or process knowledge and skill, (3) ability to interpret and apply contract requirements and engineering specifications, and (4) skill in dealing with others in person-to-person work relationships.

SPECIALIZED EXPERIENCE: Experience that demonstrated a practical knowledge in monitoring, controlling, or maintaining the quality of products or services in quality assurance, procurement, inspection, production, or related areas. 1-year specialized experience equivalent to at least the next lower grade. Experience, education, or training involving a thorough knowledge of product or range of products involved, the manufacturing methods and techniques, special processes, test, and performance requirements; and skill in developing plans and programs. Experience possessed by an expert in specialization able to give technical direction to otherwise competent workers. Experience determining operations when difficult and questionable phases of malfunctions are found. Experience which required significant and concrete work accomplishments (i.e., special projects, working groups, or detailing assignments) involving interpersonal contacts in a quality assurance or related field. Experience in dealing with management principles and supervisory responsibility for the function required by type of position to be filled and the organization involved.

SUPERVISORY SPECIALIZED EXPERIENCE: Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.

Education

Education cannot be used as a substitution for experience in this occupational series/grade combination.

Additional information

Persons appointed with indefinite status may be separated when their services are no longer needed. Should the need for the indefinite time limitations placed on this position no longer exist, the Indefinite Appointment may be converted to permanent action without further competition. Candidate may still be required to successfully complete a trial period.

  4. Manage the Maintenance Standard Evaluation Program (MSEP)
  5. Extensive knowledge to manage a quality assurance program over complex aircraft maintenance functions.
