A successful candidate in the Facility Operations Specialist position will serve as the program lead for the Facilities O&M program to provide leadership, and technical expertise for all aspects of the infrastructure supporting Ross Complex, Portland Hangar and BPA Headquarters assets.

Help

As a Facility Operations Specialist, you will:

  • Plan, lead, coordinate, communicate, integrate and recommend programmatic solutions for the overall success of the Facilities O&M Program.
  • Ensure the work efforts achieve the outcome specified within the agency's business strategy, including appropriate strategic, life cycle management and capital investment plans.
  • Review the Facilities O&M asset replacement program, and recommend a comprehensive multi-year analysis and strategy to meet replacement program and operational requirements.
  • Determine appropriate products or services with business partners to define project scope, requirements, and deliverables.
  • Provide SME advice, counsel, and guidance to BPA staff, management, and senior executives on all aspects of the Program.
  • Ensure compliance with quality assurance, environmental, and safety and health requirements in assigned activities.

Conditions of Employment:
  • This position requires a valid driver's license as a condition of employment.
  • The position is covered under the Civil Service Reform Act (CSRA) as a "Code 4" supervisor.
  • On-Call Status: Must respond to Facilities Emergencies 24/7.
  • Position may be required to provide 24/7 critical operations to assigned facilities or systems to include on-call duties. Must live within 60 miles in order to respond to emergencies.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS

A qualified candidate's resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) in the Federal service.

Specialized experience is defined as: 1) Administering the design and construction of buildings operations and maintenance; 2) Ensuring that maintenance, repair, and construction needs are identified performed in accordance with established schedules; AND 3) Analyzing facility operations and maintenance problems to determine the most economical and practical engineering solutions.

"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time-in-Grade: Current Federal employees must meet time-in-grade requirements by the closing date of this announcement to receive consideration.
