Duties

Help
  • Counsel military personnel from all branches of the uniformed services, retirees, and the Families of those being processed through the Army Physical Disability Evaluation System (APDES)on their rights, benefits, privileges or obligations.
  • Coordinate evaluation appointments; schedules follow-up appointments for National Guard and Reserve Component (RC) personnel for approved line of duty (LOD) related injuries.
  • Release medical information to authorized personnel in accordance with established guidelines.
  • Assist in preparing appeals, rebuttals, coordinates the assignment of Soldier’s legal counsel.
  • Provide information and advice on rights and benefits of uniformed services personnel, retired permanently or temporarily, or discharged for physical disabilities with or without severance pay, and their options.
  • Coordinate appropriate referrals related to benefits.
  • Counsel Soldiers in person, by telephone, and inwriting on matters related to their TDRL reevaluation.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes utilizing various healthcare systems within a medical treatment facility to monitor, analyze, identify and recommend solutions to improve the healthcare delivery processes. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education
: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree with a major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.

Combination of Education and Experience
: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

This is a Term position: This position is a TERM Not to Exceed 2 year position. It is time-limited and may be extended up to a maximum of 8 years.

Current permanent Federal employees applying for a term appointment will be appointed/converted into a term appointment with no statutory return rights back to a permanent position.

This position may be converted to a permanent career or career-conditional appointment without further competition as long as all requirements are met. To be eligible for conversion, employee must complete at least 2 years of current continuous service under a term appointment in the competitive service under a term appointment in the competitive service AND employee must have a current performance rating under such term appointment of at least fully successful or equivalent.

This position is obligated. An obligated position is one to which an employee has statutory restoration rights based on active military service, compensable injury or disability when fully recovered, return rights based on having served an overseas tour(s), and may also cover employees who have been on extended leave without pay under certain circumstances. During the obligation period, the position may be filled on a temporary or permanent basis. The selected employee is required to sign an agreement acknowledging that (s)he is aware of the obligation and accepts the fact that (s)he may be displaced under reduction in force procedures at a later time.
