Duties

Help

  1. Leads, manages, directs or is responsible for acquisition activities either directly, or in support of DoD funded acquisition efforts.
  2. Exercises supervisory personnel management responsibilities at least 25% of th time
  3. Delivers presentations on acquisition program status, accomplishments, problems/ analysis/ solutions, requirements for support and promotion of program objectives to senior military officers and civilians in other program offices, or the command and with using supporting commands.
  4. Represents the program office at higher levels within the organization and contractor organizations.
  5. Works in conjunction with the contracting officer to approve terms and conditions set forth in contract negotiations, contracting plans, budgets, and changes to the scope of the work to be done by the contractor.

These are acquisition positions and are covered by the Acquisition Professional Development Program. The employee must meet, or be capable of meeting, Defense Acquisition Workforce Improvement Act requirements applicable to the duties of the positions. Must have Advanced Certification in Program Management or the ability to earn Advanced Certification within grace period (48 months from appointment to initial position requiring Advanced Certification in Program Management).

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-03, equivalent to the next lower grade GS-13 or equivalent in other pay systems. Specialized experience must include one or more of the following areas:

  • Demonstrated expert-level knowledge of DoW acquisition policies, regulations, and processes (e.g., DoD 5000 series).
  • Proven ability to lead, manage, and motivate multi-disciplined teams of military, civilian, and contractor personnel.
  • Excellent written and verbal communication skills, with the ability to effectively present information to senior leadership and external stakeholders.
  • Demonstrated ability to analyze complex problems, develop innovative solutions, and implement effective corrective actions.
  • Experience working with contracting officers and managing contracts in a DoW environment.

NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Knowledge of the policies, practices, regulations, and laws concerning the acquisition management process and initiatives.
  • Knowledge of safety and security regulations, practices, and procedures.
  • Knowledge of the mission, roles, functions, organizational structure, and operation of the DoD, Air Force, and organizations that govern, interface with, and/or influence the systems acquisition process.
  • Skill to plan, organize, and direct the functions and staff in critical aspects of development and production, support of systems, subsystems, or equipment and to coordinate various aspects of systems acquisition such as engineering, contracting, financial management, configuration, and manufacturing.
  • Ability to supervise, mentor, motivate, appraise, and work with subordinate supervisors and non-supervisory employees.
  • Ability to communicate both orally and in writing, clearly, concisely, and with technical accuracy.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Job Specific Details: We are seeking highly motivated and experienced Program Managers to lead and direct high priority acquisition activities within a dynamic Department of War (DoW) (formerly Department of Defense (DoD)) environment including the F-47, Collaborative Combat Aircraft, and Architecture and Systems Engineering Group. Selected candidates will be responsible for the successful planning, execution, and management of DoW-funded acquisition programs, ensuring alignment with performance objectives, cost targets, and schedule requirements. These Program Managers will lead, manage, and direct acquisition activities, oversee key functional areas including contracting, engineering, manufacturing, program control, configuration/data management, testing, and logistics, and direct and coordinate a multi-disciplined team of military, civilian, and contractor personnel, fostering a collaborative and high-performing environment. Responsibilities also include supervisory personnel management, delivering presentations to senior leadership, representing the program office with stakeholders, working closely with the contracting officer, resolving technical issues, and providing guidance to contractors. Qualified candidates will possess proven experience leading DoW-funded acquisition programs, strong understanding of DoW acquisition processes, excellent communication skills, contract management experience, and the ability to obtain and maintain a TS clearance.
