Duties

Help

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Acq Demo Business and Technical Management to recruit and appoint qualified candidates to positions in the competitive service.

As a Program Analyst at the NH-0343-4 some of your typical work assignments may include:

  • Designs and directs program execution analyses for specific projects to determine a wide-range of qualitative and/or quantitative methods, status, trends, issues and impacts on budget requests, program levels and program objectives.
  • Conduct comparative analyses and recommend solutions for specific execution problems and modifications to overall Agency policies and processes.
  • Oversees and assesses events across multiple platforms, including implementation of required policies and procedures.
  • Works across multiple functional enablers to conduct data analytics on health and status of an individual Program.
  • Analyzes and interprets data, applies rules and principles, and makes recommendations to resolve policy, programmatic, financial, and reporting issues.
  • Explores and recommends cross-Agency synergy between programs and portfolios. .

  • Incumbent must acquire 80 Continuous Learning Points every 24 months

Qualifications

You may qualify at the NH04, broadband level, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the NH-03/GS-13 grade level in the Federal service in 3 of the following 5 Specialized Experiences as listed below:

  • Experience utilizing defense acquisition practices, the sequences and timing of key program events and milestones, and methods of evaluating the work of program accomplishments in order to develop and provide analyses.
  • Experience utilizing qualitative and/or quantitative methods; advance management and organizational practices; and planning and evaluating complex program functions to assess and improve program effectiveness in meeting established goals, measures, and objectives.
  • Experience working with and across executive staffs, joint staffs, commands, agencies, and the services in the development of the organization's primary mission, goals, and objectives.
  • Experience utilizing policy and doctrine aspects of complex weapons program and the National Security policy-making environment.
  • Experience utilizing processes, products, terminology, and guidance documents to be able to design and conduct independent assessments to identify potential issues and to ensure full compliance with DoD guidance and Agency strategies and policies.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
