Duties

Help

As a HR OFFICER (MIL) (Title 5), GS-0201-12, you will perform the following duties.

  1. Serves as a staff advisor responsible for providing military human resources assistance, guidance, and direction (personally and through subordinate staff) to military units. Work includes administration and oversight of annual budgets, management of operations and maintenance funds, recruiting and retention, formal schools, and specialty orders accounts pertaining to the Military Personnel Flight. Provides supervision, guidance, and team leadership to dual status and title 5 employees, Active Guard Reserve (AGR), and traditional, drill status members. Ensures Military Personnel Flight (MPF) personnel are trained, and resources are available to accomplish the state and federal military mission. Performs long-range strategic planning and organizational development necessary to accomplish military human resources and training programs essential to State Air National Guard daily operations and readiness missions. Directs, manages, plans, organizes, and controls military personnel, recruiting, retention and education and training activities for all military organizations supported by the MPF.
  2. Communicates military human resources policies and procedures through meetings, written documentation, oral presentations, and state of the art communications and media. Publishes base-level operating instructions, supplements, and procedures to ensure attainment of all related objectives. Provides inputs to base support agreements, wing instructions, and mobilization/deployment plans. Communicates and coordinates directly with personnel at all levels of ANG organizations and activities. Coordinates all human resources activities and serves as a primary staff advisor to the wing commander. Coordinates with numerous outside agencies including, but not limited to: state Human Resources Office, state headquarters staff (Chief of Staff and MILPO), NGB, MAJCOMS, CINCS, Air Reserve Personnel Center (ARPC), Air Force Personnel Center (AFPC),
  3. Directs military education and training activities and administers the following programs: job qualification training (JQT), formal school training, professional military education (PME), ancillary training, and the USAF Extension Course Institute (ECI) training. Ensures data system support for such training is properly functioning. Ensures proper AFSC classification of all military personnel and final approval for classification actions at base level are accurate. Ensures the integrity of all testing programs conducted at base level. Monitors civilian training contracted by the Human Resources Office through the Human Resources Assistant (Remote Designee). Responsible for administration of the Community College of the Air Force (CCAF) programs. Provides advertising, and counseling to appropriate facilities for delivery of education programs and testing to which military members are entitled.
  4. Oversees implementation of military human resources programs for full time technicians, dual status technicians, and Title 5 NG excepted employees, and Active Guard Reserve (AGR) under the guidance and purview of the state Human Resource Office (HRO). Provides supervision for assigned "Remote Designee". Oversees local implementation of government programs involving health insurance, retirement, thrift savings program (TSP), workmen's compensation, disability and life insurance (including those limited to National Guard employees), career and retirement counseling, and employee services to include initiation of hiring requests, resignations, retirements, employee appraisals, suggestion awards programs, etc. Participates in labor management and local negotiations at the request of HRO. Monitors employment authorizations and manages local controlled grade accountability.--Ensures work center training programs are in place for traditional status guard members. Oversees on-the-job- training (OJT) for personnel. Ensures availability of facilities and training aids. Monitors the training status of personnel and ensures that supplemental and/or remedial training is accomplished. Ensures mobilization and deployment readiness of section personnel and equipment.--Advises staff regarding policies, procedures and directive of higher-level management or headquarters. Selects candidate for positions taking into consideration skills and qualifications, mission requirements, and EEO and diversity objectives. Base level of work supervised is GS-09. Ensures reasonable equity among units of performance standards developed, modified and/or interpreted and rating techniques developed by subordinate supervisors, teams, etc. as appropriate.

MINIMUM EXPERIENCE: Experience with analyzing problems to identify significant factors, gathering pertinent data, and recognizing solutions; planning and organizing work; and communicating effectively orally and in writing.


SPECIALIZED EXPERIENCE: GS 0201 12 - Applicant must have the following experience:

  • 1-year specialized experience must be equivalent to at least the next lower grade
  • Experience in managing the function of the work to be performed
  • Experience which includes leading, directing and assigning work of personnel
  • Experience advising staff regarding policies, procedures and directive of higher-level management or headquarters
  • Experience with military human resources policies and procedures
  • Experience which includes administration and oversight of annual budgets, management of operations and maintenance funds, recruiting and retention, formal schools, and specialty orders accounts pertaining to the Military Personnel Flight.
  • Experience performing long-range strategic planning and organizational development necessary to accomplish military human resources and training programs essential to State Air National Guard daily operations and readiness missions

SECURITY CLEARANCE REQUIREMENT: Employment is subject to attaining and maintaining a clearance as required by this position.
