The Supervisory Pharmacist, OP (Outpatient) acts as a representative for the Chief of Pharmacy. They provide first-line supervision to pharmacists, residents, technicians, students, and volunteers assigned to the outpatient pharmacy and the procurement section. The Supervisory Pharmacist, OP plans, directs and coordinates multiple program areas including Outpatient pharmacy, Community-Based Outpatient Clinic (CBOC) support, controlled substance program, fee basis support and IV Clean Room.

Duties Include:

  • Provides direct supervision to pharmacists, residents, technicians, students, and volunteers assigned to the outpatient pharmacy, unit dose pharmacy, and IV admixture pharmacy.
  • Plans current and future workforce requirements identifies skills required, interviews employee candidates, recommends appointment, special advancement, within grade increases, or disciplinary actions to the Professional Standards Board or the Chief, Pharmacy as appropriate.
  • Supervises the daily operation of the outpatient pharmacy including the window and mail prescription dispensing, physicians' order processing, repackaging, and special extemporaneous compounding.
  • Participates in staff development for outpatient pharmacists and outpatient technicians.
  • Coordinates and assists in the training of staff (i.e., new providers, technicians, pharmacists, etc.).
  • Works with the Associate Chief, Operations Pharmacy and Clinical Pharmacy Specialists to develop and maintain clinical practice sites in the outpatient area. Provides logistical and system expertise as required including A3 System Redesign problem solving skills.
  • Work is assigned in general terms by the Supervising Pharmacist, OP for all Outpatient staff (i.e., outpatient clinical, controlled substances, IV Clean Room, procurement, and pharmacy telephone call center).
  • Assists in the supervision of the work activities of technicians, interns, and volunteers in all areas of the pharmacy and all staff when assigned (i.e., Pharmacist-in-Charge).
  • Functions as a pharmacy expert for policy, therapeutic, and complex problems for the graduate and new pharmacist.
  • Provides strict security and accountability of all controlled substances. Review and update as needed Controlled Substance Standard Operating Procedures (SOP). Conduct accurate perpetual inventories utilizing prescribed record keeping and audit procedures.
  • Provides quality control for labeling, prepackaging, compounding, and dispensing activity of controlled substance by pharmacy service personnel.
  • Plans and completes tasks based on established protocols/accepted pharmaceutical practices. Sequence and timing of work are left to the discretion of the Supervisory Pharmacist according to general policy.
  • Informs the Pharmacy Leadership (Chief, Pharmacy; Associate Chief, Operations; Associate Chief, Clinical) of problems or unusual situation noted with recommendations for follow-up action.
  • Develops and maintains quality assurance monitors for pharmacy service and reports conclusions, actions, and impacts to management team.
  • Coordinates medication error, adverse drug reaction, allergy, and drug interaction screens in pharmacy. Reviews trends and takes action when appropriate.
  • Works with the Associate Chief, Operations Pharmacy and Clinical Pharmacy Specialists to develop and maintain clinical practice sites in the outpatient area. Provides logistical and system expertise as required including A3 System Redesign problem solving skills.
  • Maintains effective interdepartmental relations by committee membership, active problem resolution skills, and close cooperation with all services to accomplish the medical center's mission and goals.

Work Schedule: Rotating all shifts-12am-12pm;Nights; Days; Holidays; weekends.(subject to changed based on the needs of the facility)

Qualifications

Basic Requirements:

  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Education: Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. Verification of approved degree programs may be obtained from the Accreditation Council for Pharmacy Education, 20 North Clark Street, Suite 2500, Chicago, Illinois 60602-5109; phone: (312) 664-3575, or through their Web site at: http://www.acpe-accredit.org/.(NOTE: Prior to 2005 ACPE accredited both baccalaureate and Doctor of Pharmacy terminal degree program. Today the sole degree is Doctor of Pharmacy.) (2) Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT)
  • Licensure: Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure. A pharmacist who has, or has ever had, any license(s) revoked, suspended, denied, restricted, limited, or issued/placed in a probationary status may be appointed only in accordance with the provisions in VA Handbook 5005, Part II, Chapter 3, section B, paragraph 16.
  • English Language Proficiency: Pharmacists must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d).
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).

Grade Determinations: GS-13 Pharmacy Supervisor
Experience. In addition to the GS-12 requirements, must have 1 year of experience equivalent to the next lower grade level.Pharmacists assigned to this position must demonstrate the following KSAs:
1. Ability to effectively supervise subordinate staff.
2. Ability to communicate orally and in writing to persuade and influence clinical and management decisions.
3. Expert understanding of regulatory and quality standards pertaining to pharmacy.
4. Skill in managing people or programs

Preferred Experience: 3 or more years of Supervisory experience as a Pharmacist

The full performance level of this vacancy is GS-13. The actual grade at which an applicant may be selected for this vacancy is GS-13.

Physical Requirements: Physical aspects associated with work required of this assignment are typical for the occupation, see Duties section for essential job duties of the position. May require standing, lifting, carrying, sitting, stooping, bending, puling, and pushing. May be required to wear personal protective equipment and undergo annual TB screening or testing as conditions of employment. Able to independently operate a motor vehicle.

Work Environment: Work is performed in an office/clinic setting with minimal risks that requires normal safety precautions; the area is adequately lighted, heated, and ventilated. However, the work environment requires someone with the ability to handle several tasks at once in sometimes stressful situations.
