NONAPPROPRIATED FUND POSITION DESCRIPTION

JOB TITLE:      Accountant

BUSINESS TITLE: Senior Account

DUTIES AND RESPONSIBILITIES:

This position works directly for the Controller, Marine Corps Community Services (MCCS) Division, performing a variety of duties and analysis of Appropriated Fund (APF) and Non-Appropriated Fund (NAF) accounting methods and procedures.

The incumbent is required to serve as qualified professional accountant applying established generally accepted accounting principles (GAAP), and other financial management rules and regulations in performing their duties as outlined below

The position supervises the work of the Central Cashier, which includes the following responsibilities:

  • Verifying and certifying cash receipts and preparing deposits of monies received from daily cash report
  • Preparing and submitting the Daily Activity Report (DAR) with all supporting documentation
  • Oversees fund custodianship of permanent change funds, petty cash, and temporary funds, including replenishment, documentation, and compliance with authorized limits

Supervisory duties include, but are not limited to, providing training and guidance, review of work product, maintenance of position description and desktop procedures, performance evaluation, leave approval, and personnel actions.

Assists in the preparation and review of the NAF monthly close process to include:

  • Preparing and reviewing financial statements
  • Conducting research to identify financial discrepancies
  • Preparing required adjusting entries 
  • Preparing and reviewing Balance Sheet reconciliations
  • Ensuring the overall accuracy and integrity of financial reporting

This position performs a variety of review functions, to include:

  • Review of weekly check runs for locally cut U.S. Dollar checks, Yen checks, and Yen EFT payments.
  • Review calculations of Living Quarters Allowance (LQA), Temporary Quarters Subsistence Allowance (TQSA), Travel allowances/reimbursements, and various other entitlements/reimbursements.

Qualifications

BASIC REQUIREMENTS:

1.    Successful completion of a full 4-year course of study in accounting, or a related field such as finance, business administration, etc. that include 24 semester hours in accounting, AND at least 3 years of experience in accounting, of which 1 year is supervisory experience,

    OR

Combination of education and experience: at least 5 years of experience in accounting, of which at least 1 year is supervisory experience, OR, an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge.

QUALIFICATION REQUIREMENTS:

  1. Certifications such as Certified Public Accountant (CPA), a Certified Management Accountant (CMA), and Certified Financial Manager (CFM) are highly desirable.
  2. Demonstrated efficiency in applying GAAP in an automated double-entry, accrual-based accounting environment and demonstrated proficiency in designing and implementing business processes.
  3. Experience in integrating information from diverse accounting systems and other corporate information systems is highly desirable.
  4. Knowledge in accounts payable and accounts receivable processes, and general ledger, variance analysis, account reconciliation, and full cycle month end close process.
  5. Ability to research, resolve, and document complex financial problems.
  6. Extensive experience using computer application programs such as Microsoft Word, Excel, and PowerPoint to prepare documents and develop formatted reports from row data.
  7. Ability to communicate clearly and concisely in writing and orally and present complex financial matters to other subject matter experts, internal and external senior managements, and non-financial personnel.
