This position is part of the National Energy Technology Laboratory. As an Emergency Management Specialist, you will perform functions in emergency management and emergency response, including the implementation of an emergency response organization capable of responding to onsite emergencies and incidents using the protocol of the National Incident Management System (NIMS) as defined by the Department of Homeland Security and 29 CFR 1910.120.

As a Emergency Management Specialist, you will:

  • Serve as a senior federal program manager for emergency response, overseeing the development and implementation of comprehensive emergency management programs.
  • Provide expert analysis and guidance on departmental and national emergency management directives and policies, assessing their impact and ensuring NETL's operational alignment.
  • Direct the assessment and evaluation of potential hazards, developing strategies and long-range goals for safe facility operations and mission resilience at NETL sites.
  • Lead and manage the Emergency Response Organization (ERO), including strategic evaluation of its roles, responsibilities, capabilities, and the implementation of plans for staffing, equipment, and training.
  • Exercise contract oversight over ERO activities, ensuring timely implementation of corrective actions based on drills, exercises, and assessments.
  • Consult with, influence, and negotiate with high-level internal and external stakeholders on complex emergency management issues, serving as a liaison and expert authority.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the GS-11 level. Specialized experience for this position is defined as meeting 2 of TOTAL 3 of the following:

1. Overseeing and coordinating an emergency management program to ensure compliance with established regulations, policies, and recognized standards.
2. Evaluating emergency response activities, identifying gaps or deficiencies, and implementing corrective measures to address them.
3. Creating and reviewing emergency plans, procedures, and training programs for a facility or organization.

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the GS-12 level. Specialized experience for this position is defined as meeting 2 of TOTAL 3 of the following:

1. Administering an organization's emergency management program and making sure it follows applicable regulations, policies, and recognized standards.
2. Carefully reviewing potential hazards, checking if emergency response and safety standards apply, and suggesting specific actions to reduce risk.
3. Creating program guidelines, goals, and objectives, and working with a variety of internal and external partners to solve complex emergency management problems.
