Summary

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: Serve as Power Plant Senior Electrician located at one of the three dams and hydroelectric power plants (Blakely Mountain, DeGray, Narrows) to accomplish electrical maintenance, operation, repair and modification of machinery and auxiliary equipment of the project.

Duties

Help
  • Routine and nonroutine maintenance, repair, modification, replacement, and major overhaul of electrical equipment associated with output of electrical power and the timely release of flood water at a large hydroelectric generating plant and dam.
  • Troubleshoots and diagnoses electrical equipment failures for necessary repairs and/or installation of equipment for the correction of outages and improper operation.
  • Plans and performs maintenance and inspections developing a systematic procedure for establishing reliable and effective means for returning equipment back to service.
  • Works with other crafts and supervises lower grade craftsmen, helpers and/or laborers assigned to assist in the work.
  • Operates and tests equipment manually when it is dismantled and reassembled.
  • Operates the flood control outlets to release floodwater when conditions are satisfactory downstream of the dam.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

  • This position is covered by the Civilian Drug Abuse Testing Program. Incumbent is required to sign a DA Form 5019-R "Condition of Employment for Certain Civilian Positions Identified as Critical under the Drug Abuse Testing Program".
  • Position requires a pre-employment physical examination and be enrolled in the medical surveillance program that requires periodic physical examinations.
  • Employee frequently lifts, carries or otherwise handles items weighing up to 50 pounds. Occasionally handles items greater than 50 pounds.
  • Position requires a valid State motor vehicle operator's license prior to appointment and maintain the license for the duration of employment.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. There is no specific length of training or experience required. However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision.

Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Power Plant Senior Electrician ~ without more than normal supervision. Ability to perform common preventative maintenance, testing and repairs on electrical and electronic equipment at multi-purpose hydroelectric dam, hydroelectric power generating plant, spillway, intake structure, switchyard or industrial facility. Perform testing to check my repairs. Work under normal supervision of a work leader or journey-level employee who observes tasks in progress and upon completion to make sure they are properly performed. -Failure to meet this Screen out Element will result in an ineligible rating.

Physical Effort: Fabricates brackets, supports, and components for electrical equipment compatibility for parts used in replacing power plant equipment. Employee frequently lifts, carries or otherwise handles items weighing up to 50 pounds. Occasionally handles items greater than 10 pounds. Assistance is usually available with heavy items. Works in sitting, standing, walking, bending, crouching, reaching, and stooping positions, for extended periods if required.

Working Conditions: Work is required to be performed both inside and outside and is subject to all extremes of weather. Incumbent is subjected to the danger of falls from scaffolds and slings, asbestos, carbon dust, fumes, electric shock, noise, moving machinery, close places in cramped positions, slippery conditions, frequent travel, and other conditions expected from electrical repair of power plant equipment. Incumbent is subject to abrasions, burns, cuts, and bruises common to the use of hand tools. Incumbent is subject to callback during nonduty hours in cases of equipment failures and/or power outages. Employee is required to observe established safe working procedures. Wearing of respirators, hard hats, hard toe footwear gloves, goggles, face shields, rubber aprons, rainwear, and earplugs is mandatory in the performance of duties; often works alone. At DeGray and Narrows Dams and Power Plants incumbent may be required to work alone when operating the control room.

Education

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
