Duties

Help

Performs duties in the delivery of Morale, Welfare and Recreation (MWR) Management Information Systems (MIS) at a major command level. Responsible for integrating automated applications into all aspects of MWR operations, which may include Recreation, Business, Army Community Services, Support Services and Child, Youth and School Services. Works closely with program managers to assist in developing and implementing procedures and actions to support automated programs. Serves as liaison for MWR MIS applications among G-9 program managers/Division Chiefs/Director MWR/Garrison Information Services Officer.

Applies advanced information technology (IT) principles, concepts, methods, standards, and practices to plan and carry out difficult and complex assignments and develop new methods, approaches, and procedures. Applies professional knowledge to oversee and support implementation of the MWR MIS applications to include collecting and maintaining up-to-date statistical data for planning and reporting purposes IAW higher headquarters.

Monitor applicable databases to ensure users are conducting business in compliance with standards. Responsible to ensure compliance with internal management controls IAW regulations, policies and procedures by ensuring that automated tools are in place.

Identifies, coordinates and conducts MIS training (i.e. MWRA, contractor, IMCOM G9, SME, CST, etc) allowing users at all levels to maintain proficiency and fully utilize applications.

Works closely with MWR program managers to determine MWR MIS operation requirements and provide/develop solutions within MIS capabilities. Works closely with users to analyze problems/issues and resolve/provide solutions. Responsible for implementing information security and information assurance policies, principles, and practices. Reports the status of MWR MIS applications and issues. Provides feedback and recommends engineering change proposals for functional enhancements to higher headquarters. Ensures implementation of approved changes as applicable at subordinate commands.

Qualifications

A qualified candidate must possess the following:
Must possess a comprehensive understanding of the Army's MWR mission, business, and accounting processes and be able to plan, organize, and direct work/project activities. Must possess a strong foundation in Army MWR information technology and the business operations they support. Must possess excellent oral communication skills and have the ability to write concisely and accurately and prepare written briefings on assigned projects. Work experience must include technical knowledge of automated applications, information technology, cyber security requirements, and the ability to prepare written briefings and conduct oral presentations. Demonstrated ability to plan, organize and direct work/project activities

In addition to the above qualifications, candidates who possess the following qualifications will be considered "Highly Preferred" or "Best Qualified":

Preferred are candidates who have a wide range of management experience in more than one MWR functional area (i.e., recreation, business programs, contracting, procurement, accounting, financial management, automation, etc).
Working knowledge of a minimum of two (2) MWR MIS applications (specifically RecTrac and Customer Payment Solutions (credit card processing & PCI-DSS))or equivalent systems.

  • The Duty Station for this position is located at Fort Sam Houston, TX. You will be expected to physically reside within commuting distance of Fort Sam Houston, TX. Situational telework can be provided for weather-related emergencies, office closures, or other situations where telework serves a compelling Agency need.

PCS Costs
  • Payment of Permanent Change of Station (PCS) costs are authorized based on a determination that a PCS move is in the Government's interest.
Incentive Eligibility
  • For the purpose of eligibility, a recruitment incentive is authorized for a newly hired employee, defined as an individual being hired to a NAF position for the first time, or one who is being reinstated or reemployed after a break in service of at least 1 year.
  • For the purpose of eligibility, a relocation incentive is authorized for a current NAF employee to accept a RFT position in a different geographic area requiring a PCS move. The relocation must be without a break in service. The relocation incentive is additional to payments authorized for PCS movement.

Allowances and Differentials
  • This job is part of a pay-banded system. Sunday premium pay for regularly scheduled employees and night differential pay may be authorized by the Garrison Commander.
