This is a Title 5 Excepted Service position

This National Guard position is for a HR SPEC, Position Description Number T5028P01 and is part of the New Jersey Army National Guard, Human Resources Office.

The purpose of this position is to perform employee benefit and retirement advisory services to both Army (ARNG) and Air National Guard (ANG) organizations and the full-time workforce within the state.

Duties

Help

As a HR SPEC (EMPLOYEE BENEFITS/COMPENSATION), GS-0201-11, you will:

  • Provide technical assistance in executing the employee relations program.
  • Provide specific advice and guidance to supervisors, managers, and employees relation's matters, to include resolving minor employee problems.
  • Provide technical guidance and procedural assistance to managers, supervisors, and employees in executing a variety of employee benefits programs.
  • Assist in administering the retirement programs for technicians desiring to retire under any of the retirement systems.
  • Provide advice to employees concerning reinstatement of insurance, conversion of life insurance, and features of the programs and options associated with retirement.
  • Analyze information to establish the length and type of creditable service, and prepare annuity computations for employees.
  • Assist with the development of technical guidance and in the implementation of benefit program changes.
  • Conduct open seasons for TSP, health benefits, and life insurance in the appropriate timeframe.
  • Compose letters or summaries relating to a variety of employee benefit matters.
  • Performs other duties as assigned.

Qualifications

General Experience
Do you have at least six months of experience with human resources programs related to the following:

  • Federal civilian or military personnel programs
  • Executing personnel programs and Human Resources Information Systems, as applicable to the specific position and its position description
  • Have experiences in career counseling; completing or editing performance evaluations
  • Experienced in performing personnel program requirements that involve advising supervisors and managers
  • Discussing retraining procedures; and providing retirement options



Specialized Experience

GS-0201-11 Positions (Journeyman)
Must have at least 24 months of experience with human resources programs related to federal civilian or military personnel programs. Must have experiences in executing personnel programs and Human Resources Information Systems, as applicable to the specific position and its position description. Must have knowledge and understanding of the personnel and manpower core competencies: Organization Structure; Requirements Determination; Program Allocation and Control; and, Performance Improvement. Have a working knowledge of organizational structures; manpower standards; manpower resources; manpower data systems; or, commercial services to include strategic sourcing. Experienced in performing personnel program requirements that involve advising supervisors and managers; and, experienced in completing accession planning and processing; classification and position management; and, civilian promotions. Experienced in advertising positions, processing assignments or reassignment actions; reviewing human resources development programs; applying education and training policy requirements; discussing retraining
procedures; and/or providing retirement options. Competent in discussing the equal opportunity and sexual assault prevention and response programs. Have experiences in career counseling; completing or editing performance evaluations; and, conducting educational and skill development personnel course programs. Competent in merit principles, personnel plans, programs, and policies to guide or advise others on their implementation activities. Skilled in applying program policies, directives, publications, and training manuals. Knowledgeable on allocating manpower resource budgets or execution procedures. Experienced in performance management and productivity programs; or, advising on process improvement, best practices, and performance techniques.

Security Clearance

Must be able to obtain a Secret Clearance within 1(One) Year of appointment.
