Summary

This Program Specialist GS-0301-9 position is located at the Health Resource Center (HRC) where the incumbent will develop policies, methods, and materials in support of the Contact Management Center. Also, the incumbent will support the way people, information, and technology work together by managing documentation (printed or online) to ensure consistent, accurate, and updated information is captured and disseminated throughout the Contact Management Center.

Help

Major Duties include (but are not limited to): Applies a structured systems analysis approach to the evaluation, design, and development of new or enhanced applications; Manages special projects for major program issues of broad impact to the agency; Develops new or proposed personnel policies, procedures, plans, and guidelines and makes recommendations to management on the need for new or modified policies; Undertakes or participates in special projects, ongoing analyses, investigations, and initiatives; Analyzes, organizes, and presents information so agents can maximize communication effectiveness and improve content and documentation usability; Assesses written content for logic, coherence, balance, and consistency and makes adjustments for accuracy and a more effective presentation; Reviews, writes, and updates performance plans to ensure consistency; Plans, prepares, and provides a comprehensive outline of the completed manuscript(s) to aids in the formatting of each publication; and Writes, edits and uses content management to design and develop procedures, guides, and documentation of processes.

Work Schedule: Monday-Friday, 8 hour shift between 6AM-6PM (TBD by Supervisor)

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/21/2025.

Time-In-Grade Requirement (GS-9): Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For this GS-9 position, you must have served 52 weeks at (or above) the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that verifies your time-in-grade eligibility must be submitted with your application materials. If your most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide additional SF-50's that clearly demonstrate one-year time-in-grade has been met.
Please Note: Time-In-Grade requirements also apply to former VA employees with CTAP eligibility.

You may qualify based on your experience and/or educationas described below.

Specialized Experience (GS-9): You must have one year of specialized experience equivalent to at least the next lower grade (GS-7) in the normal line of progression for the occupation in the organization.

Examples of Specialized Experience include (but are not limited to):
1) Conceives and implements new initiatives and projects to strengthen, facilitate, and integrate agency programs
2) Provides an initial review of specialized products to ensure that they meet approved editorial standards of objectivity, style, and manner of presentation
3) Applies analytical and evaluative methods and techniques to issues and/or studies concerning the efficiency and effectiveness of program operations
4) Plans and accomplishes special projects within prescribed timelines
5) Reviews regulations and policies in the development of Knowledge Base (KB) scripts
6) Develops proposals and/or plans related to the implementation of new or modified programs or projects
7) Researches, interprets, modifies, and develops Standard Operating Procedures (SOP's)

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., (if related)
OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond beyond 1 full year of graduate level education.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6, or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
