This position is open to current members of the 137th SOW within the military grades of E-7 through E8.

Duties

Help

This position serves as a first level supervisor over a group of Intelligence Operations Specialists. The work supervised involves intelligence work in one or more of the intelligence specialties that includes imagery intelligence, electronic intelligence and signals intelligence. The highest level of work supervised is at the GS-11 level. The position is also responsible for performing non-supervisory intelligence operations work while participating as a Distributed Ground System (DGS) Intelligence Surveillance Reconnaissance (ISR) unit crewmember.

DUTIES AND RESPONSIBILITES:
Plans, organizes, and directs the activities of the assigned technicians, ensuring that the advice and assistance provided complies with legal and regulatory requirements and meets customer needs. Develops goals and objectives that integrate unit and overall intelligence program objectives. Researches, interprets, analyzes and applies applicable intelligence guidelines, policies and objectives. Establishes policies and procedures for accomplishment of the unit's intelligence mission. Plans and schedules work in a manner that promotes a smooth flow and even distribution. Coordinates plans and schedules with other organization managers and customers as appropriate. Identifies need for changes in priorities and takes action to implement such changes. Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules. Assigns work to subordinate employees based on organization priorities and consideration of difficulty and requirements of assignments such that the experience, training, and abilities of staff are effectively utilized to meet organization and customer needs. Balances workload and provides advice, guidance, and direction on a wide range of technical and administrative issues. Structures assignments to create effective and economical positions. Coordinates with other intelligence units and crews as appropriate. Reviews organization mission, functions, and manning. Identifies requirements and
initiates requests for additional resources including personnel, overtime, equipment, supplies, and space to ensure success in meeting goals and objectives. Provides advice to supervisor on significant issues and problems related to work accomplishment.

Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and EEO and diversity objectives. Develops, modifies, and/or interprets performance standards. Explains performance expectations to employees and provides regular feedback on strengths and weaknesses. Holds employees responsible for satisfactory completion of work assignments. Appraises subordinate workers performance ensuring consistency and equity in rating techniques.
Recommends awards when appropriate and approves within-grade increases. Hears and resolves employee complaints and refers serious unresolved complaints to higher-level management. Initiates action to correct performance or conduct problems. Effects minor disciplinary measures such as warnings and reprimands and recommends action in more serious disciplinary matters. Prepares documentation to support actions taken. Identifies employee developmental needs and provides or arranges for training (formal and on-the-job) to maintain and improve job performance. Encourages self-development. Approves master leave schedule assuring adequate coverage for peak workloads and traditional holiday vacation time. Demonstrates sensitivity to ideas of subordinates. Promotes an environment in which employees are empowered to participate in and contribute to effective mission accomplishment. Discharges security responsibilities by ensuring education and compliance with security directives for employees with access to classified or sensitive material.

Coordinates with a variety of counterparts and higher-level officials in the gaining command and in a large segment of the defense sector of the intelligence community. Ensures that information provided involving matters of intelligence training and intelligence operations is accurate and consistent in order to plan and coordinate the work directed with that of others outside the unit, and/or to resolve differences of opinion among managers, supervisors, employees, or others.

Serves as a member of a Distributed Ground System (DGS) ISR unit crew performing specialized intelligence duties as a Distributed Ground Station (DGS) ISR unit crewmember. The intelligence specialty will be that of the intelligence specialists supervised. Responsible to train assigned military unit members in the duties and functions associated with intelligence Tasking, Processing, Exploitation, and Dissemination (TPED).

  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.

  • Required to perform shift work and may be required to work uncommon tours on short notice.
  • Upon accepting this position, the employee may be required to serve up to a two-year probationary period.
  • For positions requiring the operation of motor vehicles, candidates must have a valid state driver’s license for the state in which they live or are principally employed.
  • For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment.

Qualifications

MILITARY GRADES: E7 through E8

GENERAL EXPERIENCE:
Experience, education, or training which demonstrates administrative, professional, investigative, or technical work requiring the ability to deal effectively with others, to collect, evaluate and organize pertinent facts. Experience preparing clear and concise written reports.


SPECIALIZED EXPERIENCE:
Experience, education or training developing and recommending policy, organizing and carrying out specific programs, evaluating and recommending changes in methods of intelligence operations. Experience in administrative, investigative, or technical work which required the applicant to deal effectively with others. Experience collecting, evaluating and organizing pertinent facts and to analyze and prepare clear and concise reports.

Education

Successful completion of a full 4-year course of study in any field leading to a bachelor's degree, in an accredited college or university, meets the GS-5 level requirements.
