This is a term appointment not to exceed 4 years. Term appointments are non-status, nonpermanent appointments of limited duration of more than 1 year, but not more than 4 years and are subject to a 1 year trial period. Should the need warrant, term appointments may be extended without further competition up to a maximum of the 4 year limitation. The appointment to a term position does not confer eligibility for promotion, reassignment, or transfer to other positions or the ability to be non-competitively converted to permanent employment.

The Health Science Specialist provides a variety of technical and administrative functions to the Principal Investigator (PI), serving as the Project Manager on the assigned projects. It will be the Project Manager's responsibility to manage the main site; coordinate and support each of the satellite sites; and perform administrative support, program support, timecard/project allocation and general office work. Major duties and responsibilities include but not limited to:

  • Overseeing entire data collection process for all phases, data entry, survey follow-up and database maintenance
  • Implementing and tracking intervention procedures and reporting of audit/feedback data
  • Applying experience and expertise in VA and federal policy, guidelines and regulations related to health services research to oversee the activities of the Center for Healthcare Innovation, Implementation and Policy (CSHIIP) Institutional Review Board (IRB) Core
  • Ensuring that the IRB Core collaborates with the CSHIIP Methods core groups in communicating relevant guidance, and providing training, education, and reference materials, to help ensure timely development and approval of IRB submissions
  • Serving as a liaison with HSR&D to ensure communication of CSHIIP health services research priorities
  • Contributing expert advice to CSHIIP PIs working on diverse projects in developing innovative strategies for protecting human subjects and sensitive data
  • Preparing budget requests and justifications for independent and collaborative grant submissions to the VA and other agencies
  • Monitoring the cost, management, and overall technical performance of grants awarded
  • Performing technical evaluation of proposals in accordance with the funding agency's source evaluation and selection procedures
  • Managing long-term, significantly complex, health services and public health related grants costing hundreds of thousands or millions of dollars
  • Scheduling task and monitoring the timely task completion at each phase of the project
  • Organizing all administrative aspects of the study, which will include coordinating and managing all correspondence
  • Providing technical data management support to the entire staff at the main site; tracking intervention progress at the sites through weekly telephone calls; and responding to requests for materials, and log and track them
  • Performing other related duties as assigned
Work Schedule: Monday to Friday; 08:00 a.m. to 04:30 p.m.

Qualifications

Basic Requirement: The following are basic requirements for appointment as a Health Science Specialist in the Veterans Health Administration (VHA), which all applicants must met.

  • Basic Education: Bachelor's or graduate/higher level degree - major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. Minimum Requirement: In addition to meeting the basic requirements, the following minimum requirement criteria must be met to be qualified for this position.
  • Specialized Experience (GS-12): You must have one (1) year of specialized experience that equipped you with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (i.e., GS-11) in the normal line of progression for the occupation in the organization. Qualifying examples of specialized experience would typically include but are not limited to: applying knowledge of principles, concepts, methods, and techniques of health services research and health policy research; providing research and project management to multiple research projects; serving as a Project Manager on assigned projects and providing variety of technical and administrative functions to the Principal Investigator (PI) including coordinating and overseeing some Institutional Review Board (IRB) activities; and performing data collection process such as data entry, survey follow-up, and database maintenance.
