Help

This position is located in the Air National Guard (ANG) Wing, Comptroller Flight. The purpose of this position is plan, coordinate, and perform comprehensive Accounting and Financial Management analysis, decision support and quality reviews, of base level accounting and financial management programs.

  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.

  • Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.

  • Participation in direct deposit is mandatory.
  • Must be able to obtain and maintain the required security clearance within 1 year of appointment.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.
  • May occasionally be required to work other than normal duty hours; overtime may be required.
  • May be required to travel by car, in military and/or commercial aircraft, and by other means of transportation as appropriate to perform temporary duty assignments.

Qualifications

Military Grades: Enlisted Only

GENERAL EXPERIENCE:
Skill in collecting and analyzing data effectively, efficiently, and accurately. Skill in applying procedures and directives by reading and interpreting program material. Skill in presenting formal training presentations and briefings. Ability to prepare reports and presentation formats.

SPECIALIZED EXPERIENCE:

GS-7
: 1 year equivalent to the next lower grade. Experience performing developmental assignments of moderate difficulty where work procedures are established and a number of specific guidelines exist. Experienced in work assignments consisting of a series of specific and related tasks have been selected to orient the employee in the practical application of basic occupational principles, concepts, and techniques. Must have experience in training to further develop analytical skills and techniques in the occupation and assistance in solving problems is available from the supervisor or a higher-graded employee.

GS-9: 1 year equivalent to at least the next lower grade. Must have experience processing data and performing broad-in-depth financial analysis of interrelated accounting, military and civilian pay, accounts payable and receivable, and various travel entitlements to resolve especially difficult and sensitive, out-of-balance conditions associated with processing actions within Financial Management systems. Experience analyzing and evaluating data to conduct a variety of fiscal reconciliations, reviews, and account adjustments. Experience in analyzing and accurately processing financial services transactions (i.e., payroll, debts, and miscellaneous entitlements) while applying quality assurances techniques.

GS-11:1 year equivalent to at least the next lower grade. Knowledge of laws, DOD Directives, finance regulations and financial management and operating procedures relative to the entitlements and allowances related to the payment of military personnel, civilian personnel, vendors, and travelers. Extensive knowledge of military pay and allowances, civilian pay and allowances, vendor payments, and travel entitlements. A detailed grasp of governing regulations and a thorough understanding of pertinent laws, regulations, and other technical criteria in order to determine propriety of entitlements and pay. Detailed knowledge of related financial regulations and rulings covering diverse types of pay transactions to typically function as a technical authority for the resolution of an extensive range of issues or problems. Knowledge of the overall DFAS mission and functions, operation, and relationships to other agencies to respond to special inquiries and task organizations for information and responses

Education

Completed undergraduate or graduate education, the awarded college degree should be in one of, or a combination of the following disciplines: accounting, business, finance, economics, math, statistics, industrial management, marketing, quantitative methods, or organizational management.

ADDITIONAL CONDITIONS OF EMPLOYMENT:

This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program.

Financial Management Certification Requirements:

Members of the financial management workforce are required to participate in the Financial Management Certification Program; therefore, achieving certification is a condition of employment. Members of the financial management workforce must achieve the appropriate certification level for their positions within 2 years of notification of applicable certification requirements or the period of any extension.

The financial management certification program supports the professional development of the financial management workforce and provides a framework for a standard body of knowledge across all DoD financial business programs.

The financial management certification requirements will vary for positions dependent on the complexity and responsibility of the positions' financial management supervisory and non-supervisory business programs
