Duties

Help
  • Prepares, distributes, and maintains plans, instructions, guidance, and standard operating procedures (SOPs) of the information and operational technology (IT/OT) risk management, security and contingency planning programs.
  • Assists IT specialists and subject matter specialists to study IA problems, compliance matters and potential for application of new initiatives.
  • Analyzes the risk of espionage, sabotage, damage, fraud and theft to determine the level of protection needed. Identifies measures and controls situations to minimize losses.
  • Develops and disseminates the standard information technology security procedures and protocols governing industrial control system and security network/automation operations.
  • Ensures the rigorous application of information security/information assurance policies, principles, and practices in the delivery of network services.
  • Takes measures to protect the physical facility. Reviews and evaluates the security impacts of system changes, including interfaces with other automated systems.
  • Evaluates the security impact of system(s)changes, including interfaces with other automated systems.
  • Resolves hardware/software interface and interoperability problems.
  • Coordinates and monitors periodic security indoctrination and training sessions for assigned personnel. Maintains currency in the Information Technology.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position is covered by the Civilian Drug Abuse Testing Program. Incumbent is required to sign a DA FORM 5019-R, or a Memorandum of Understanding (MOU).
  • This position is designated as IAT Level II position and IAM Level I.
  • Incumbent is required to satisfactorily complete the appropriate training and obtain the required certification/recertification for this position as outlined in DOD Directive 8140.01 Cyberspace Workforce Management, dated October 5, 2020.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • This position requires up to 25% TDY or travel away from the normal duty station.
  • Incumbent will have to pass a pre-employment physical to meet physical requirements. This position requires an annual physical.
  • This position may require you to lift up to 50 pounds.

In order to qualify, you must meet the Education and/or experienc requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized and other experience: One year of specialized experience which includes knowledge of the development and implementation of policy and procedures that ensure information systems reliability and accessibility; skills of working with programmable logic controllers (PLC), ladder logic, I/O modules, an industrial human machine interface (HMI, Panel view), Supervisory Control and Data Acquisition (SCADA), fire alarm systems, electronic intrusion detection system, access control system, CCTV type technologies, and Operating Systems. Can work independently with minimal supervision completing thorough and accurate work occasionally reviewing work completed by others. Resolves issues independently and conveying complex information in a clear and concise manner. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level education leading to a Ph.D. or equivalent doctoral degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management.

The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined:

(1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of IT-related experience demonstrating this competency include: completing work independently that rarely requires editing or review by others.

(2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Examples of IT-related experience demonstrating this competency include: resolving simple and routine problems, questions, or complaints and providing support and guidance to customers on non-routine issues; serving as a primary resource for customers, requesting assistance with complex issues when necessary; and participating in meetings and providing advice to customers in own area of expertise.

(3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Examples of IT-related experience demonstrating this competency include: expressing facts and ideas in a clear, concise, convincing, and organized manner; clearly conveying moderately complex ideas, concepts, and information to customers; exhibiting active listening by demonstrating understanding of audience comments and/or questions.

(4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Examples of IT-related experience demonstrating this competency include: identifying and solving problems by gathering and applying information from a variety of materials or sources that provide several alternatives; recognizing and taking action to address non-routine problems; soliciting feedback from multiple stakeholders to understand an issue or problem and accurately assess its root causes and potential solutions; seeking supervisory review where appropriate.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent 52 weeks at GS-05 for the GS-07, 52 weeks at GS-07 for the GS-09, 52 weeks at GS-09 for the GS-11.
