Help

Duties include but not limited to:

  • The incumbent provides consulting and guidance to local leadership and C&P employees on all matters about the facility's C&P program, including Healthcare Professionals' C&P; facility Scope of Practices, National and VISN Memorandums of Understanding (MOUs); Veterans' Administration Memorandums; VHA requirements, Handbooks, Directives and Policies; TJC Standards; quality assurance assessments; and risk management and malpractice claim action evaluations.
  • Serves as the primary consultant for the facility's C&P program; analyzes program audit results; interprets facility quarterly report card data; researches provider credentialing requirements; identifies potential privileging issues; drafts facility Medical Staff Bylaws updates and revisions; interprets and explains new regulatory requirements, and VHA requirements, procedures and processes; contributes to development of local policies; ensures program compliance; monitors National Practitioner Databank reporting and queries results; prepares Federal and State Medical Boards reports; tracks State Licensing Board reporting; communicates telehealth provider requirements; manages VetPro access levels and training; assists with Joint Commission surveys, and Office of Inspector General and Government Accountability Office reviews.
  • Coordinates with Service Chiefs and service level administrative teams for annual Committee(s) review of clinical privileges and scope of practice forms; reviews clinical privileges and scope of practices for accuracy, setting specific indicator and signature appropriations as required for Roseburg VAMC compliance with Joint Commission Standards; updates clinical privilege forms to reflect procedures added or deleted. Coordinates with the telehealth program team to ensure compliance.
  • The incumbent validates processes that are working efficiently and according to plan to identify dysfunctional process issues as early as possible during the implementation phase.
  • Assists in developing, coordinating, and recommending changes to improve workflow in the program or section area.
  • Performs reporting and data monitoring in the following areas: initial and ongoing credential training and education.
  • The incumbent serves as the administrator for the National Practitioner Data Bank (NPDB). This involves managing enrollments, single queries, and re-enrollments; preparing and submitting reports for adverse privileging actions; submitting federal tort claims for substandard clinical care, as directed by the Office of General Counsel; and ensuring that primary source verification is obtained and processed through a quality control review.
  • The incumbent serves as the administrator for the Federation of Medical Boards.
  • As the Roseburg VAMC's C&P Program subject matter expert (SME), the incumbent provides direct technical and administrative supervision to the employee(s) in the VAMC's C&P Office.
    • Identifies and presents to leadership the resources necessary for accomplishing the mission and function of the facility's C&P program.
    • Manages the C&P staff; sets and adjusts short and long-term priorities; assesses staffing needs; plans work to be accomplished; and ensures positions are appropriately manned to cover all program functions.
    • Develops, modifies, and/or interprets performance standards; outlines and explains performance expectations to staff; assigns and reviews work performed by subordinate(s) based on priorities, consideration of complexity and requirements of assignments and employee skill level; evaluates work performance mid-year and annually, and provides regular feedback on employee(s)' strengths and weaknesses.
    • Provides advice, counsel, and instruction to employee(s) on work and administrative matters; serves as approving official for leave requests and approving official for credit card purchases and reconciliations; conducts staff meetings and composes minutes.
    • Identifies developmental and training needs of employee(s); provides or arranges for needed development and training; advocates to leadership and/or program officials for training resources.
    • Hears and resolves issues and complaints from the employee(s), referring grievances and more serious unresolved complaints to higher-level officials as needed; effects minor disciplinary measures (warnings, reprimands) and recommends more serious disciplinary actions to higher-level supervisors.
    • Interviews and selects candidates for vacancies, promotions, details, and reassignments; and applies EEO and merit promotion principles and requirements to all personnel management actions and decisions to ensure that all personnel are treated in a manner that is free of discrimination.

Qualifications

To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement, 10/14/2025.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 30 days of the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your specialized experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
    • Missions, organizations, programs, and requirements of health care delivery systems;
    • Regulations and standards of various regulatory and credentialing groups; and
    • Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
  • Examples of specialized experience would typically include, but is not limited to:
    • Providing consultation and guidance to employees and leadership on matters about the credentialing and privileging programs
    • Determining appropriate actions on initial and re-credentialing processes
    • Identifying issues that require reviews and maintaining electronic credentialing database
    • Analyzing program audit results and interpreting report card data
    • Interpreting and explaining regulatory requirements, facility requirements, procedures, and processes
    • Reviewing clinical privileges and scope of practices for accuracy
    • Providing reports outlining best practices, system improvements, areas requiring improvement, action plans for corrections, and identifies trends in finding from ongoing monitoring
    • Assisting in developing, coordinating, and recommending changes to improve workflow in the program or section area; OR
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position (i.e., hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration). NOTE: Copies of transcripts must be submitted with your application materials. Education cannot be credited without documentation. OR
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and graduate level education as described above, beyond the first year (18 semester hours) to be creditable. To determine if you met these requirements, total your qualifying experience as a percentage of the experience required for the grade level; then determine your education as a percentage of the education required for the grade level; then add the two percentages. The total percentage must equal at least 100 percent to qualify. For example, an applicant has 9 months of specialized experience equivalent to GS-9 and 2 1/2 years of creditable graduate level education. The applicant meets 75 percent of the required experience and 50 percent of the required education, i.e., the applicant has 1/2 year of graduate study beyond that required for GS-9. Therefore, the applicant exceeds the total requirement and is qualified for the position. (The applicant's first 2 years of graduate study are not qualifying for GS-11.) Preferred Experience: Experience with credentialing and privileging in the VA, FPPE and OPPE, and board actions for Title 38.

Physical Requirements: The work is mostly sedentary. Occasionally, light physical effort may be required, such as walking, climbing stairs, and carrying light office supplies.
