Duties

Help
  • You will provide direct support to assigned Top Secret/Sensitive Compartmented Information (TS/SCI) cleared members of Commander Submarine Force, U.S. Atlantic Fleet, Commander Submarine Group Two and all assigned submarines at Naval Station Norfolk.
  • You will manage the command Special Security program governing the classification, transfer, transmission, dissemination and protection of Sensitive Compartmented Information (SCI) materials.
  • You will be responsible for ensuring all security requirements and administrative publications required for the operations of the COMSUBLANT Special Security Office are on hand, and that all changes and corrections are made in a timely manner.
  • You will utilize and maintain the Defense Information System for Security (DISS) database of special clearances and accesses for COMSUBFOR, CSS-6/CSS-8 and subordinate commands and processing of SCI level visit requests.
  • You will identify and justify requirements for additional SCI billets and personnel access.
  • You will conduct personal interviews of individual requiring SCI access to determine applicant eligibility for access based on information developed during the interview.
  • You will be responsible for maintaining the Defense Information System for Security (DISS) database of approximately 1600 special clearances and accesses for COMSUBLANT and subordinate commands.
  • You will manage local security programs designed for the receipt, handling and storage and protection of these sensitive intelligence programs.
  • You will supervise programs for monthly validation/revalidation of building pass requirements.
  • You will establish and maintain SCI files and is aware of file content to expedite retrieval.
  • You will act as the physical security inspection officer and conduct annual SSO physical security inspections of commands afloat.
  • You will serve as the single point of contact for physical security of the Special Activities programs within COMSUBLANT.

  • This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
  • Position holds a role in Nuclear Deterrent Mission (NDM).

Qualifications

Your resume must demonstrate at least one year (52 weeks) of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

  • Experience and mastery knowledge of the security programs and procedures pertaining to the handling and safeguarding of al Sensitive Compartmented Information (SCI) materials.
  • Experience and mastery knowledge of the operations of the National Intelligence Community and its relationship with the SCI Programs within DOD.
  • Experience and depth knowledge of military courtesy as it pertains to Flag/General Officers, senior staff operational and intelligence personnel, and security managers of senior and subordinate commands.
  • Experience and mastery knowledge of a wide range of security concepts, principles and practices to review, analyze, and resolve difficult and complex SCI security problems.
  • Experience and mastery knowledge of the Navy's Personnel, Physical and Information Security and the ability to effectively communicate orally and in writing.
  • Experience and comprehensive knowledge of the methodologies and requirements of Sensitive Compartmented Information Administrative Security Manual DOD Directive 5105.21-M-1.
  • Experience and comprehensive knowledge of the methodologies and requirements of Naval Activities Support Program Security Manual Rev IV.
  • Experience and comprehensive knowledge of the methodologies and requirements of Physical Security Standards for Sensitive Compartmented Information Facilities.
