Duties

Help

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Acq Demo Program Management to recruit and appoint qualified candidates to positions in the competitive service.


As a Program Analyst at the NH-0343-4 some of your typical work assignments may include:

  • Coordinate and manage Foreign Military Sales (FMS) program integration from proposal through execution, ensuring technical, logistics, acquisition, financial, and contractual compliance for international defense customer.
  • Program coordination from analyzing incoming FMS memos, oversight and coordination/planning and execution with the Program Office of FMS case lines, assessing the integrated master schedule (IMS) and planning/coordinating resource support.
  • Coordinate cross-functional collaboration to include integrate efforts across engineering, logistics, training, acquisition and program management to support technical and sustainment aspects of equipping foreign defense customers.
  • Act as liaison with other equipment manufactures (OEM), other government Agencies (OGA) as well as foreign counterparts coordinating FMS case activities.
  • Develop, maintain, and update critical program documentation (program office briefings, maintain share point repository).
  • Prepare for and support Program Management Reviews (PMR), working­ level meetings and out-of-cycle meetings. Communicate progress on tasks, align expectations to mitigate risks, reduce delays and resolve/field questions and expectations.
  • Produce regular program metrics, and advise the Missile Defense Agency (MDA) leadership on all matters related to program cost, schedule and performance across the Ballistic Missile Defense (BMD).
  • Research, coordinate, plan and brief actions in support of the MD A's objectives, goals and vision.

Qualifications

You may qualify at the NH-04, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the NH-03/GS-13 grade level in the Federal service as listed below:

  • Experience applying systems acquisition processes, policies, procedures, and practices necessary to develop and assess technical and economic feasibility, including cost, schedule and performance. OR
  • Experience communicating (oral and written), ability to research plan, coordinate and brief actions in support of leaderships goal, objectives and vision. OR
  • Experience working with and across executive staffs, joint staffs, commands, agencies and the services. OR
  • Experience applying DoD Acquisition 5000 regulations, policies, regulations, and precedents, and POM regulations, guidelines and processes.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
