Duties

Help

  • Plans, organizes, and oversees the activities of the Manpower and Organization Flight. Developsgoals and objectives that integrate Manpower and Organization Flight objectives. Establishes, revises, or reviews policies, procedures, mission objectives, and organization design for the staff, as necessary to eliminate work problems or barriers to mission accomplishment, promote teambuilding, implement process improvements, or in response to concerns with regulatory compliance and/or customer requirements.
  • Represents the 24 SOW within a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with MAJCOMs, other base organizations, senior leadership, squadron commanders, and representatives from other military services, Department of Defense (DoD) agencies, and related civilian organizations regarding services provided. Meets with key customers and coordinating officials to assess customer satisfaction, explain organization policy and procedures, and resolves significant problems that arise.
  • Establishes, defines, and implements requirements for manpower programs to ensure operations are in line with regulatory and fiscal requirements, support goals, and mission requirements. Studies the structure and/or functions of organizations with extremely interrelated work processes and functions and accurately advises or proposes solutions to improve processes using Continuous Process Improvement methods and techniques and maximize mission accomplishment and resources utilization.
  • Exercises supervisory personnel management responsibilities. Directs, coordinates, and overseeswork through subordinates. Advises staff regarding policies, procedures, and directives of higher-level management or headquarters. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignment in consideration of skills, qualifications, and mission requirements.

  • This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes This is the level of the expert analyst who has mastered the application of a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness or the improvement of complex management processes and systems. In addition to knowledge of the next lower level, this level requires comprehensive knowledge of the range of administrative laws, policies regulations, and precedents applicable to the administration of one or more important public programs.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of Department of Defense (DoD) and Joint Service management engineering and organization principles, concepts, and methodologies and financial management directives, concepts, procedures, guidance, and policy.

2. Knowledge of analytical and evaluative techniques used to identify, consider, and resolve issues or problems concerning efficiency and effectiveness of program operations to devise organizational structuring options for complex, diverse organizations.

3. Knowledge of data base management systems, requirements analysis, and data manipulation and extraction techniques.

4. Skill in gathering, assembling, and analyzing facts; drawing conclusions; devising solutions to problems; identifying changes and trends; and preparing and presenting briefings and reports.

5. Ability to lead, manage, and supervise a small to medium size organization.

6. Ability to carry out and complete assignments involving work with diverse and dynamic groups by gaining their cooperation with tact, courtesy, and diplomacy and moving them towards an ownership of their objective without imposing personal bias.

Conditions of Employment Cont.

1. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
