Duties

Help

  • Serve as the unit's financial management specialist responsible for providing financial subject-matter expertise for a due diligence cell.
  • Ensures rigorous application of financial, cost, and economic analyses policies, principles, and practices to achieve organizational objectives.
  • Reviews financial documents to ensure compliance with applicable laws, regulations, plans, policies, and procedures.
  • Plans highly complex reviews/audits covering broadly related and highly complex functions of a large multi-mission organization.

  • All new DCIPS employees are required to complete a two-year DCIPS trial period.

  • Work is in a field support setting or a traditional office setting in a windowless vault/secure facility with artificial lighting, air conditioning and heating.

Qualifications

This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions.

EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include knowledge of a wide range of concepts, principles, and practices in a professional or administrative occupation, such as would be gained through extended graduate study or experience and skill in applying this knowledge to difficult and complex work assignments; and/or a comprehensive, intensive, practical knowledge of a technical field and skill in applying this knowledge to the development of new methods, approaches, or procedures.

Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Knowledge of various internal and external financial standards, and the information, industrial, personnel, and operational financial disciplines to plan and implement review programs in these areas.
  2. Knowledge of required financial training concepts, programs, procedures, and practices to assist managers in establishing and operating internal program initiatives.
  3. Skill and ability to develop, analyze, and evaluate financial programs to meet classified mission requirements.
  4. Ability to communicate orally and in writing clearly, concisely, and accurately.
  5. Ability to establish effective professional working relationships with coworkers, subordinates, high-ranking officials and customers, contributing to a cooperative working environment and successful accomplishment of the mission.
CONDITIONS OF EMPLOYMENT CONTINUED:
  • Position is designated special-sensitive, and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI) and Special Access Program (SAP) to fully perform the duties and responsibilities of the position. A non disclosure agreement must be signed.
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
  • This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) Ò012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
