Summary

This position is part of the WAPA-SNR-Sierra Nevada Region. As a Program Manager (Power Marketing), you will develop programs for the sale of power and related services to a wide and diverse customer base. This position provides innovative leadership in meeting customer needs and in establishing WAPA-wide policies and procedures in collaboration with the other WAPA managers through the Power Marketing Managers council and other similar leadership teams/work groups.

Duties

Help

As a Program Manager (Power Marketing), you will:

  • Provide administrative, management, technical advice and guidance on policies, plans, and programs concerning or related to the Energy Services Program. Develop and implement power marketing plans and policies for the sale, exchange, and purchase of electric power.
  • Establish revenue requirements to assure repayment obligations to the U.S. Treasury and develops rate structures through a public process that are compatible with industry trends, responsive to customer needs, and fair and reasonable to customers who are very diverse in their size, type and load pattern.
  • Develop a customer service program consistent with customer needs and desires for technical assistance in promoting cost-effective energy conservation and renewable energy programs.
  • Provide analysis and technical support to Power System Operations in the areas of transmission and ancillary services rate development and implementation, remote metering management, calculation of network transmission and ancillary services charges, after-the- fact balancing authority and transmission system accounting including energy imbalance, loss assessment, power factor management, and various other Western Electricity Coordinating Council requirements.
  • Direct a diverse workforce of approximately 40 employees through subordinate supervisors. Establish annual and multi-year goals for the work directed. Assure implementation by subordinates of the goals and objectives for the programs directed.

  • On-Call Duty - Sustain able to perform work condition within one-half hour travel time of their primary place of residence.

Qualifications

QUALIFICATIONS: Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level [GS-14/AD-06] in the Federal service. Specialized experience for this position is defined as meeting all the following:

  1. Directing and supervising all aspects of the Region's Power Marketing Program, including resource planning and scheduling; day-ahead and real-time merchant operations; power contracting; power and transmission rate setting; settlements and power billing activities.
  2. Providing management and technical advice on policies, plans, and programs related to the Energy Services Program, and developing and implementing power marketing plans for the sale, exchange, and purchase of electric power.
  3. Determining purchase power requirements and analyzing alternatives consistent with Integrated Resource Plan (IRP) principles. Coordinating with other resource agencies to analyze various operating and marketing scenarios to identify power related impacts and optimize project benefits.

Time-in-Grade: Current career or career-conditional GS employees of the Federal government, or former career or career-conditional GS employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b). Note: Time-In-Grade requirements also apply to current career or career-conditional federal employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
