Duties

Help

  • Manage and direct the work associated with a portfolio of complex, high profile, and/or high dollar value contracts related to the resolution of financial institutions.
  • Manage and direct the work associated with ensuring contractor performance is in compliance with the terms and conditions of the contract specifications. Monitors employee’s performance to ensure compliance with the Contract Management Plan, the Acquisition Policy Manual (APM) and the Procedures Guidance Information (PGI).
  • Reviews and approves, or concurs on, complex case memoranda for DRR procurement authority with proper designation of current DRR delegations.
  • Organize, plan, participate in, or facilitate meetings with FDIC officials, attorneys, accountants; contractors.
  • Monitor and analyze financial and industry information regarding various geographic markets to maintain a current understanding of the challenges in resolving failed financial institutions. Understand the competitive nature of the local banking market and local or regional economic factors to minimize the potential for disruption of vital financial services during the resolution process.
  • Enforces private sector contractor adherence to contract terms, FDIC standards and contracting procedures.
  • Ensure employee maintain the contract file documentation from development, pre-award, post-award through closeout of contracts.
  • Reviews and approves procurement plans and independent government cost estimates, market analysis, and market research activities for new requirements and contract re-solicitations.
  • Exercises supervisory personnel management authority and performs the full range of performance management duties to include: planning, assigning, and reviewing work products of subordinates; establishing guidelines and performance expectations; and, evaluating work performance and providing feedback to others on their performance. Identifies training and developmental needs for staff and provides regular recognition of staff. Works in collaboration with the appropriate Human Resources and Legal staff to administer disciplinary action. Hears and resolves grievances or other disputes as appropriate. Approves/ disapproves requests for leave, telework, travel, training, etc.

To meet the minimum qualifications, applicants must possess the leadership and technical experiences listed below. These qualifications would typically be gained through serving in roles that require managing projects/teams or guiding the technical work of others.

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

MINIMUM QUALIFICATIONS: All applicants must submit a resume that addresses each minimum qualification experience. Leadership Experience: Experience in leading and coordinating projects, including establishing expectations, reviewing work products/services, monitoring progress, and providing guidance and feedback to team members.

Technical Experience 1: Experience in leading, managing, directing and coordinating the full range of mission responsibilities in the area of Contract Management in the Federal Government.

Technical Experience 2: Experience in overseeing clearance, deployment, and management of third-party contractors; ensuring third-party contractor compliance with contract provisions and contractor travel regulations; and monitoring contractor performance.

Technical Experience 3: Experience in working with Regional Office management to train and educate regional personnel in the areas of contract oversight and management, and other activities essential to the resolution and closing of a financial institution.

This is a recommended minimum Step 5 position.

If selected, you may be required to serve a supervisory/managerial probationary period.

If selected, you may be required to serve a probationary period as applicable to appointment type.

The range of pay shown includes base pay plus supplemental locality adjustments. The locality rates for these duty locations range from a low of 27.26% to a high of 33.94%.   14. Knowledge of an array of contracting requirements for property management, complex appraisal, and brokerage services, and specific knowledge of financial industries services.
