Summary

The VA Eastern Kansas Health Care System (VAEKHCS) provides medical care in outpatient, inpatient, residential, and community settings. The LPMHC Program Manager is responsible for overseeing the administrative and day-to-day operations of the Topeka campus's residential and inpatient continuum of mental health care. This includes oversight of three integrative programs: Stress Disorders Treatment Program (SDTP), Psychiatric Recovery & Wellness Program (PRWP), and
Acute Psychiatry Unit.

Duties to include:
  • Manages all clinical and administrative operations of the residential programs to ensure the safe, efficient, and effective provision of rehabilitation and treatment services.
  • Develop specific policies, procedures, guidelines, and selection criteria that are consistent with the services offered by the residential treatment programs.
  • Develops and reports to the BH Service Line Manager estimates of budget requirements based on past experience, anticipated workload, and production capability of the residential treatment programs.
  • Responsible for the local screening policies and admission decisions but may delegate the process to appropriate staff members.
  • Responsible for facilitating access to screening by coordinating transportation assistance through the use of technologies, such as video conferencing, or employing off-site or outreach staff to screen for admission.
  • Responsible for completing all mandating reporting, monitoring, evaluation, and accreditation requirements relevant to the residential programs.
  • Establish procedures for the ongoing monitoring and evaluation of the effectiveness of all program activities.
  • Ensure the collaboration and integration of treatment and rehabilitation services with Behavioral Health, Primary Care, and other specialty services.
  • Establish and effectively communicates program emphasis, operating policy, and overall treatment philosophy to other operational entities.
  • Effectively manages general personnel policies and established practices regarding program operations as these relate to key employees and management actions with possible serious repercussions.
  • Report significant and adverse events and program changes.
  • Develop written procedures for detecting contraband brought onto the unit.
  • Develop and maintains a safe medication management policy.
  • Coordinates with Vocational Rehabilitation Services and Employment Services.
  • Coordinate with ambulatory care clinics as needed for Veterans to receive direct care from services outside the residential programs.
  • Responsible for the creation and maintenance of a Stakeholder Committee.
  • Collaborate with supervisors as needed, to provide input for performance issues for staff in residential programs.
  • Assists the BH Service Line Manager in the execution of ongoing program evaluation and data-driven quality improvement projects,
  • Compile data and evaluate the results against appropriate standards and recommend corrective action
  • Provide a full range of discipline-specific clinical services.
  • Ability to provide discipline-specific professional advice and consultation.
  • Must possess a thorough knowledge and have experience in discipline-specific matters.
  • Provide discipline-specific clinical consultation and clinical supervision for LPMHC students, interns, residents.
  • Involved in the discipline-specific training program and training committee.
  • Serve on Medical Center or healthcare system, VISN, and/or National VA committees or task forces.
  • Represent the Medical Center at professional community group/events and committees, in conferences/meetings with higher ranking managers, supervisors, and staff from other disciplines or work units, and/or with representatives of local public interest groups, congressional district offices and employees of State and local governments.
  • Prepares Issue Briefs and responses to Congressional inquiries as needed.

Work Schedule: May be responsible for a tour of duty that includes early morning, and evenings to accommodate patient care needs during weekends, holidays, evenings and nights.

Qualifications

Basic Requirements:

  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Education. Hold a master's or doctoral degree in: Clinical Mental Health Counseling; Clinical Rehabilitation Counseling; Clinical Mental Health Counseling and Clinical Rehabilitation Counseling; or a related field, from a program accredited by the Council on Accreditation of Counseling and Related Educational Programs (CACREP). Examples of related mental health counseling fields include, but are not limited to Addiction Counseling; Community Counseling; Gerontology Counseling; Marital, Couple, and Family Counseling. CACREP defines the date when graduates are considered to have graduated from a CACREP accredited program. Additional information may be obtained from http://www.cacrep.org/directory/. NOTE: Traditional Rehabilitation counseling programs that are accredited by CACREP do not meet the LPMHC qualification standards as Traditional Rehabilitation counseling differs from Clinical Rehabilitation counseling.
  • Licensure. Persons hired or reassigned to LPMHC positions in the GS-0183 series in VHA must hold a full, current, and unrestricted license to independently practice as a Licensed Professional Mental Health Counselor, which includes diagnosis and treatment.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).

Grade Determinations:
Licensed Professional Mental Health Counselor (Program Manager), GS-13

Experience, Education and Licensure. In addition to the basic requirements, candidates must have at least one year of progressively complex experience equivalent to the GS-12 grade level. The experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency.

Demonstrated Knowledge, Skills, and Abilities. In addition to meeting the KSAs for the GS-12 grade level, the candidate must demonstrate the KSAs below:
  1. Ability to make judgments and decisions associated with program management.
  2. Ability to monitor program outcomes using data driven quality assurance process.
  3. Ability to develop productivity standards appropriate to each service provided.
  4. Ability to manage a wide range of programs which include the operation and management of key clinical, training or administrative programs.
