Summary

This position is part of the NNSA, Associate Administrator for Management and Budget, Department of Energy. A successful candidate in this position will serve as Supervisory Budget Analyst, providing timely, cost-effective, and efficient administrative and financial support for NNSA Headquarters staff. The team designs and administers the corporate planning, programming, budget, and evaluation (PPBE) system, including supporting cost estimations and analysis of alternatives.

As a Supervisory Budget Analyst, you will:

  • Lead implementation of all Budget policy and processes for the NNSA.
  • Lead a team of supervisory and non-supervisory Budget Analysts across three divisions, Corporate Execution, Corporate Budgeting and Performance Integration, and Federal Salaries and Expenses (FSE) Program Execution.
  • Manage, direct, and provide guidance for all aspects of the NNSA PPBE and Strategic Partnership Project (SPP) processes and products (includes Formulation, Justification, Execution and Analysis) ensuring the integrity, quality and compliance of products and processes.
  • Ensure funding availability to execute the NNSA mission. (Formulation, Execution, FSE).
  • Senior expert advisor to the Associate Administrator for Management and Budget, Deputy Associate Administrator for Budget, Budget Deputy, DOE Chief Financial Officer (CFO) staff components, the Office of Management and Budget (OMB) staff, parallel organizations at the Department of Defense, Other Federal Agencies (OFA), Non-Federal Entities (NFE), auditing organizations (GAO, IG, etc.), and cognizant Congressional staff on NNSA PPBE and SPP issues.
  • Develop and lead a team of senior technical experts advising on NNSA and SPP Budget Formulation and other fiscal actions including the development of the OMB and President's budget requests.
  • Serve as NNSA Budget Execution Officer (As required by DOE Order 130.1A, Budget Execution Officers help maintain the stewardship of federal funds, serve as the allotment recipient and lead budget execution for the Departmental element. Review and comment on the substantive updates for the budget execution requirements and guidance.
  • Lead and communicate with the NNSA Financial Community using information technology interfaces (PPBE SharePoint site, etc.) and related information technology communication interfaces, conference calls, periodic meetings, and internet-based spaces.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS

A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA Demonstration Project pay band or GS grade level in the Federal service, i.e., NQ-03 or GS-14. Specialized experience for this position is defined as: managing the Federal budget cycle in compliance with Federal and agency mission requirements for formulating and executing resources. Experience developing and coordinating budget deliverables for the Federal budget process with program, functional, and field elements. Experience with budget formulation and execution, budget laws and regulations, independently performing budget formulation, execution, and oversight activities; identifying, analyzing, and resolving complex financial/budgetary problems; and researching, interpreting, and applying applicable budget laws and regulations.


Examples of Specialized Experience:
1. Experience in financial management, understanding the Federal budget process and associated policies/regulations.
2. Experience applying analytical and evaluative techniques, skills, and methods to apply and complete evaluations and/or measurements of financial management program.
3. Experience communicating effectively to make recommendations, defend, explain, or promote assigned program initiatives.
4. Experience in ensuring deliverables are completed timely and accurately.

CTAP/ICTAP candidates: To be considered "well qualified" you must meet all of the requirements as described in this section. If you are eligible for career transition assistance plans such as ICTAP or CTAP, you must meet the definition of "well qualified" which is defined as having a score of 85 or better.
