Summary

The employee will serve as the Training Administrator, located in the Quality, Training, and Risk Management Department, Veterans Crisis Line (VCL), Veterans Affair (VA). The VCL is a 24-hour, 7-days-a-week, 365-days-a-year service aimed at connecting callers worldwide to a caring, qualified Veterans Administration employee. The VCL's mission is to provide 24/7, world-class suicide prevention and crisis intervention services to Veterans, Service Members and their family members.

Help

Major duties include but are not limited to:

  • Program management responsibilities, including leadership in the development, implementation, evaluation, and oversight of organizational and staff development at VCL for the Quality, Training, and Risk Management Group.
  • Directs, develops, integrates, plans, and synchronizes VCL training projects and missions dealing with quality, peer support, precepting, silent monitoring, video training, and instructor training.
  • Serves as the Quality, Training, and Risk Management Group's principal training coordinator in the development, integration, and implementation of the VCL supporting multiple geographically dispersed sites.
  • Conducts ongoing program evaluation and data-driven quality improvement projects that monitor the effectiveness of training programs for organizational development.
  • Reviews, evaluates, coordinates, and synchronizes resource requirements to ensure clear, justifiable recommendations are submitted to higher headquarters for consideration.
  • Establishes collaborative working relationships with a wide network of contacts across the community of interest of international centers, academic institutions, forums and think tanks to share information, participate in joint ventures, provide assistance for multi-agency efforts and arrange collaborative opportunities.
  • Exercises technical and administrative supervisory controls that are in keeping with a second level supervisory position.
  • Exercises the full range of supervisory responsibilities over the subordinate Branches and their supervisors.
  • Complies with occupational safety and health standards applicable to VHA and with all rules, regulations, and orders issued by VHA with respect to the occupational safety and health program.
  • Incumbent is accountable and responsible for the assigned program to include development, documentation and operation of both internal processes and administrative controls.

Work Schedule: Tour of Duty is typically Administrative Hours. Tour is subject to change based on program needs.
Compressed/Flexible Work Schedule: May be authorized upon supervisor approval after training per Agency policy.
Remote: This is remote position. Selectees will work 100% of the time in a non-VA-owned space outside of the local commuting area of a parent station. The employee's workspace must be suitable for conducting business and as such, remote employees are expected to provide a secure, distraction-free home-based worksite with reliable high speed internet connectivity. The employee will be required to travel to the closest VA Medical Center or VA Outpatient Clinic for issuance of equipment, and as needed for technical support. Selectees will be required to self-certify that their remote workplace meets all safety, privacy, and internet speed requirements.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/23/2025.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.


Individual Occupational Requirement (IOR): To qualify for the 1712 - Training Instruction Series, you must meet one of the following individual occupational requirements as required by the Office of Personnel Management (Option A or B):

  • A. Undergraduate or Graduate Education: Major study -- education or a subject area related to the position to be filled. You must attach transcripts to your application. OR
  • B. Specialized Experience: Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include:
    • Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s).
    • Supervising or administering a training program.
    • Development or review of training/course materials, aids, devices, etc., and evaluation of training results.
    • Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis.

If you meet time-in-grade and the IOR above, you may qualify for this position based on your experience as described below:
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-13) in the normal line of progression for the occupation in the organization. In order to meet the minimum qualifications for this position, you must meet 5/7 of the following examples of specialized experience: Providing broad training program management responsibilities, including leading the development, implementation, evaluation, and oversight of organizational and staff development programs; Directing, developing, integrating, and synchronizing multiple training projects and missions, such as quality initiatives, peer support, precepting, silent monitoring, video training, and instructor training; Serving as a principal training coordinator by developing, integrating, and implementing supporting training programs across geographically dispersed sites; Coordinating, facilitating, and implementing training in compliance with legislative acts and directives; Conducting ongoing program evaluations and data-driven quality improvement projects aimed at monitoring and enhancing the effectiveness of training programs; Conducting outreach activities and establishing collaborative working relationships with a wide network of governmental, non-governmental, civil, military, academic, and private sector partners to enhance training operations; Supervising staff to include responsibilities such as planning, assigning work, evaluating performance, addressing grievances, approving training requests, and maintaining a safe, equal opportunity workplace environment.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is primarily sedentary and requires no special physical demands.

Additional information

This is a TEMPORARY PROMOTION not to exceed one year. The temporary promotion may end prior to one year or be extended for up to five years based on the operational needs of the Veterans Crisis Line. The temporary promotion may also be made permanent without further competition.
