The United States Space Force (USSF) at Wright-Patterson Air Force Base, Dayton OH is searching for a Staffing Specialist, ETMO (NH-0201-03, GS-12/13 Equivalent).
Position is eligible to be staffed at Wright-Patterson Air Force Base, Joint Base San Antonio, or Peterson Space Force Base.
Description:
Provides recruitment and placement services for organizations which are large, complex, and have multiple mission(s). The organizations are complex and dynamic, and have a wide range of professional, scientific, administrative, and highly technical positions. High-grade positions or positions in emerging or rapidly changing technical fields are usually included. Interprets provisions of the negotiated union contracts as they relate to merit promotion, priority placement, and reduction-in-force (RIF). Provides recruitment and placement, and affirmative employment advisory services. Consults with and advises managers and supervisors on a variety of difficult and complex technical issues, or problems of a sensitive nature, that concern all phases of hiring, merit promotion, priority placement, RIF and RIF avoidance program features, affirmative employment policies and procedures, and related legal, regulatory, and contractual requirements or entitlements. Performs a full range of staffing advisory services to organizations serviced. Advises customers on regulatory compliance, other program requirements, and recommends possible alternate solutions to issues. Establishes and maintains a positive working relationship with customers by developing a team approach to accomplish taskings. Provides advice by using sound judgment and technical competency and creates an atmosphere of partnership with customers.
Ideal Candidate:
Experience servicing a variety of positions covered by the DoD Civilian Acquisition Workforce Personnel Demonstration Project (AcqDemo). Experience with the following HR Systems: Defense Civilian Personnel Data System (DCPDS) and USAStaffing.
Key Skills and Abilities:
1. Knowledge of a wide range of federal Human Resources (HR) laws, executive orders, regulations, policies, directives, instructions, and concepts governing HR functions.
2. Knowledge of advanced federal human resources management (HRM) principles, concepts, practices, fact finding and analytical methods, a wide range of qualitative and quantitative techniques, and relationships of various HR disciplines as well as seasoned consultative skill sufficient to resolve complex HRM problems not susceptible to treatment by standard methods.
3. Knowledge of federal Recruitment & Placement principles, concepts, laws, regulations and techniques.
4. Knowledge of organizational structures, functions, and missions across serviced organizations to identify, consider, and present options for the resolution of substantive organizational issues involving impact of Recruitment & Placement policies on those missions.
5. Skill in conducting reviews and analyzing and assessing HR program operations to include identifying deficiencies; measuring compliance, consistency, and effectiveness; and making recommendations for enhancements and improvements.
6. Ability to communicate both orally and in writing and to establish and maintain effective and positive working relationships.
