Duties

Help
  • Serve as the technical and operational deputy to the Portfolio Manager for J62XE Application Development, providing direct supervision and leadership to multiple GS-13 Branch Chiefs responsible for SAP development teams.
  • Coordinate complex application development initiatives across the SAP platform, ensuring alignment with DLA's strategic objectives, technical standards, and enterprise architecture requirements.
  • Develop and maintain comprehensive portfolio documentation, including project charters, business cases, implementation plans, and technical specifications for SAP-based applications.
  • Lead process improvement initiatives for the application development lifecycle, implementing industry best practices for Agile development, DevSecOps, and continuous integration/continuous delivery (CI/CD) within the SAP environment.
  • Analyze resource allocations, development schedules, and budget requirements, making recommendations to the Portfolio Manager to optimize performance and ensure on-time delivery of mission-critical applications.
  • Establish and enforce quality assurance standards and metrics for SAP development projects, including code quality, performance benchmarks, and security compliance.
  • Facilitate cross-functional collaboration between development teams, business stakeholders, cybersecurity, and enterprise architecture to ensure SAP applications meet functional requirements and technical standards.
  • Represent the Portfolio Manager in high-level meetings with senior DLA leadership, providing status updates on key development initiatives and addressing critical issues affecting the SAP application portfolio.
  • Evaluate emerging SAP technologies and development methodologies, making recommendations for adoption to enhance the agency's capabilities and maintain technological currency.
  • Serve as the risk management lead for the portfolio, identifying potential technical and operational risks, developing mitigation strategies, and ensuring appropriate contingency planning for mission-critical SAP applications.

Qualifications

To qualify for a Supervisory IT Specialist (PLCYNPLN/INFOSEC) your resume and supporting documentation must support:
A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to the GS-13 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:

- Demonstrated experience managing complex SAP application development projects, including ABAP development, SAP Fiori, SAP HANA, and related SAP technologies.
- Proven experience providing technical leadership and direction to development teams, including experience supervising or leading IT professionals in an enterprise application development environment.
- Experience with SAP application lifecycle management, including requirements gathering, design, development, testing, implementation, and maintenance phases.
- Demonstrated knowledge of modern software development methodologies, including Agile, Scrum, DevSecOps, and CI/CD pipelines as applied to SAP environments.
- Experience developing and implementing IT governance processes, development standards, and quality assurance frameworks for enterprise applications.
- Practical experience integrating SAP applications with other enterprise systems and ensuring compliance with security requirements, federal IT standards, and enterprise architecture.
- Demonstrated experience in resource planning, budget formulation, and portfolio management for IT development initiatives.
- Experience collaborating with senior leadership and stakeholders to align IT development priorities with organizational objectives, particularly in defense, logistics, or supply chain management contexts.
- Advanced knowledge of federal IT acquisition processes, IT project management frameworks (such as ITIL or PMI), and risk management principles applicable to enterprise application development.
- Experience with documentation of complex technical systems, including development of technical specifications, architectural documentation, and process workflows.
- Demonstrated ability to effectively communicate complex technical concepts to both technical and non-technical audiences, including executive leadership.
