Duties

Help

  • Plans, organizes, and directs the activities of Airfield Operations, ensuring that Airfield Management complies with legal and regulatory requirements and meets customer needs.
  • Exercises supervisory personnel management responsibilities.
  • Represents Airfield Operations with a variety of installation and functional area organizations.
  • Manages and directs all wing Airfield Operations (AO) requirements. Maintains continuous liaison with top management personnel, providing program guidance and authoritative decisions.
  • Leads and/or actively participates in self-inspection of airfield operations requirements, meetings, conferences and workshops, presenting briefings or fulfilling training as needed.

  • Five (5) years Airfield Operations Manager, Airfield Operations Flight Commander or Operations Commander experience is preferred.
  • This is a Centrally Managed position in the Operations Career Field
  • "This is a Supervisory Position." A 1-year supervisory probationary period is required if applicant selected has not previously met this requirement.
  • Incumbent must hold or have held a Federal Aviation Administration Air Traffic Control certificate, Command pilot, Master Navigator certificate/rating or suitable equivalent.
  • Incumbent may be required to work uncommon duty hours to ensure mission accomplishment.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • Must be able to complete/maintain certification to operate a vehicle on the airfield, to include meeting all color vision testing requirements, in order to operate a vehicle in the Controlled Movement Area.
  • The work requires the incumbent to obtain and maintain a Secret security clearance.
  • “This is a drug testing designated position. The incumbent is subject to random testing for drug use.

Qualifications

Conditions of Employment Continued:

  • Incumbent must have completed Air Force Advanced Airfield Mangers course (E3AZR1C791 00RC) or civilian equivalent (Federal Aviation Administration or American Association of Airport Executives) education and management experience executing Airfield Management duties.
  • This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs.
  • "This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations. Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available."
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Transportation Operations Series 2150.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the GS-11 (or higher) grade level or equivalent pay systems (may have been obtained in the federal service, military, or private sector) which includes experience in maintaining, retailing, purchasing, or procurement of automotive, rail, air, bus, or other transportation equipment or services, or in the operation of a commercial transportation facility or terminal. This experience must have demonstrated knowledge of fleet operations; familiarity with Federal, State, and municipal regulations governing the use of transportation vehicles; and the maintenance of inventories and cost computations. Knowledge of flying procedures/operations, airfield management and small Unmanned Aircraft procedures and regulations to develop airfield operations policies and serve as expert advisor to the command. Knowledge of safety and security regulations, practices, and procedures. Broad knowledge and understanding of wing and agency objectives, mission and operations requirements in aviation policy development/revision at Unit, Major Command, or equivalent Department of Defense/Federal level. The ability and experience to staff procedures for coordination and obtain acceptance of proposals from, Major Command and where applicable, Federal Aviation Administration.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  1. Knowledge of flying procedures/operations, airfield management and small Unmanned Aircraft procedures and regulations to develop airfield operations policies and serve as expert advisor to the command.
  2. Knowledge of safety and security regulations, practices, and procedures
  3. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization.
  4. Ability to communicate effectively, both orally and in writing.
  5. Broad knowledge and understanding of wing and agency objectives, mission and operations requirements in aviation policy development/revision at Unit, Major Command, or equivalent Department of Defense/Federal level. The ability and experience to staff procedures for coordination and obtain acceptance of proposals from, Major Command and where applicable, Federal Aviation Administration.
  6. Skill in researching, analyzing, interpreting and applying rules, regulations and procedures; identifying compliance issues; plan, and adjust work operations to meet mission requirements and objectives within available resources.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
