As a Supervisory Operations Officer at the GS-0301-14/15 some of your typical work assignments may include:

  • Serves as the DNWS Division Chief and first in line of succession for NE-DS, and as the Acting Department Chief in the absence of the Department Chief.
  • Oversees the daily operations of the DNWS, and accountable to the Commandant, for with the functional support systems and programs that necessary for continued operations, to include: staff and student accountability, administrative functions, manpower, budget oversight, logistical support to the school, security and answering any formal requests for information that the DNWS receives.
  • Supervises a professional staff of non-supervisory military and civilian personnel, and oversees work performed by contractors. Sets and adjusts short-term priorities, and prepares schedules based on consideration of difficulty of requirements and assignments such that the experience, training, and abilities of the staff are effectively utilized to meet organization and customer needs.
  • Responsible for facilities; tasked with identifying, planning, budgeting, contract development and supervising the execution of facilities upgrades to the DNWS and associated training areas in conjunction with DTRA Engineering, Logistics and Facilities (AL-ELF) personnel to ensure facility upgrades and repairs occur.
  • This position is the accountable officer for a physical inventory of over 1,000 line items used in support of the DNWS, ranging from IT systems, radiological sources, detector sets, vehicles and training aids valued at over $5.5 million.
  • Prepares and executes an annual budget in excess of $3.7M, additionally responsible for the requesting and expenditure of surge funds for specific projects that are not included in the long term POM process, and serves as the single POC for all NE-DS Department funding issues.
  • Effectively meets current and long-range program goals and objectives.

  • May be required to work other than normal duty hours, which may include evenings, weekends, and holidays.
  • Work may require travel away from the normal duty station; may be required to travel on military and commercial aircraft.
  • Must be able to obtain and maintain a valid passport.
  • Incumbent is required to submit a Confidential Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 6/08) upon entering the position and annually, IAW DoD Directive 5500-7-R, Joint Ethics Regulation, dated 23 March 2006.
  • Recall to duty may be a requirement of this position.

Qualifications

You may qualify at the GS-14 grade level if you fulfill the following qualifications:

One year of specialized experience equivalent to the GS-13 grade level in the Federal service:

  • Demonstrating comprehensive and detailed knowledge of a variety of operational functions, including communications and Information Technology (IT) systems, facilities management, and academic services.
  • Applying knowledge of mission support requirements, encompassing program management, acquisitions, logistics planning and readiness, and contract management.
  • Leading operations studies and projects, negotiating effectively with senior leaders (General Officer, Senior Executive Service level) and management (O-6/GS-15+ level) to secure acceptance and implementation of recommendations involving substantial resources and extensive changes in established concepts and procedures.
  • Ensuring compliance with safety and security regulations, practices, and procedures to maintain a secure operational environment.
  • Communicating effectively both orally and in writing, clear and concise information exchange across all levels of the organization.
  • Experience must be clearly demonstrated in your resume).

You may qualify at the GS-15 grade level if you fulfill the following qualifications:

One year of specialized experience equivalent to the GS-14 grade level in the Federal service:
  • Demonstrating comprehensive and detailed knowledge of a variety of operational functions, including communications and Information Technology (IT) systems, facilities management, and academic services.
  • Applying knowledge of mission support requirements, encompassing program management, acquisitions, logistics planning and readiness, and contract management.
  • Leading operations studies and projects, negotiating effectively with senior leaders (General Officer, Senior Executive Service level) and management (O-6/GS-15+ level) to secure acceptance and implementation of recommendations involving substantial resources and extensive changes in established concepts and procedures.
  • Ensuring compliance with safety and security regulations, practices, and procedures to maintain a secure operational environment.
  • Communicating effectively both orally and in writing, clear and concise information exchange across all levels of the organization.
  • Planning, organizing, and directing functions while mentoring, motivating, and appraising a highly diverse staff and workforce through subordinate supervisors.
  • Analyzing, planning, and adjusting work operations across several organizational segments to meet program requirements and objectives within available resources.
