Help

The Health System Specialist assists the Medical Center Director in the coordination, organization, and evaluation of the Boise VAMC operations in a constantly evolving, highly complex, and competitive environment. The incumbent participates with the Tetrad in establishing goals for the facility and developing the resources to successfully attain such objectives.

Major duties include but is not limited to:

  • Serves as an expert analyst for a variety of databases and data driven programs.
  • Converts information into understandable decision points, creates graphics, transforms report outputs to useable knowledge for operations or policy support, adds value to the information by using advanced analysis tools, combines data to illustrate trends and to highlight contributory causes, trends data to forecast probabilities and to highlight opportunities, and customizes the information to meet users' needs.
  • Develops training, policy, and processes in a team environment to best captures Veterans Equitable Resource Allocation Model (VERA) opportunities for the facility.
  • Keeps facility staff informed of program and/or policy changes and developments of proposals impacting the revenue enhancement activities.
  • Directs and assists medical center staff in administrative research, management analysis, and development of reports pertaining to program plans, development operations, and assessment of any planning phase of the Medical Center's activities.
  • Develops and coordinates internal review systems to ensure that both clinical and administrative activities are in compliance with agency and accrediting and regulatory requirements.
  • Prepares agendas, reviews processes, coordinates teams, writes issue briefs, prepares management performance reports for VISN, VHA, VACO, and Secretary level audiences, and provides other information on complex administrative and clinical issues.
  • Serves as the Facility Strategic Planner and is responsible for completing all strategic planning tasks.
  • Conducts analyses and requirement feasibility studies necessary to identify the highest priority initiatives and directs and assists medical center staff to develop coordinated short- and long-range plans.
  • Serves as the facility's Equal Employment Opportunity (EEO) Manager providing expert counsel and knowledge of federal EEO laws, regulations and policies, operating principles of the EEO Program to include the counseling process, the complaint process, the investigative process, the roles of the EEO Committee and Special Emphasis Programs, and all required plans and reports.
  • Undertakes or participates in special projects, ongoing analyses, investigations, and initiatives that have high priority for high level management.
  • Conceives and implements new initiatives and projects to strengthen, facilitate, and integrate programs.
  • Advises management officials, supervisors, and employees on the interpretation and application of a variety of human resource policies, practices, and procedures including staffing, classification, employee relations, benefits, and related areas.
  • Represents the Boise VAMC at VISN committees and external agency meetings/task forces, organizing pertinent executive management meetings, managing and/or preparing responses to correspondence, planning and/or supporting committees, boards, symposia, or conferences, managing schedules, agendas, and action items for key groups including review and inspection teams.
  • Participates in public speaking engagements, meetings and public relations events.
  • Establishes and maintains good relations with various civic and professional groups, service organizations, accrediting agencies, volunteer work groups, news media and the community at large, as well as individual contacts with patients, visitors and individuals in the community.

Qualifications

To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement, 09/26/2025.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 30 days of the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience as described below:

Specialized Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-12) in the Federal Service, that is directly related to the work of the position and has equipped you with the particular knowledge, skills and abilities to successfully perform the duties as a Health System Specialist. Qualifying specialized experience is defined as progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:

  1. Missions, organizations, programs, and requirements of health care delivery systems;
  2. Regulations and standards of various regulatory and credentialing groups; and
  3. Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
Examples of specialized experience would typically include, but are not limited to: Working directly with healthcare professionals and organizational leadership to solve problems in support of the delivery of patient care and program/operational functions; analyzing data and applying management principles and analytic technique to develop substantive recommendations for supporting or changing program operations, methodologies, or missions; developing and leading strategic planning initiatives to enhance healthcare service delivery and operational efficiency; experience planning, organizing, and developing studies or projects; and performing a wide range of administrative functions. NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position AND the number of hours a week spent in such employment.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: Work is generally performed in an office setting with significant time involved on computer systems. Some travel is required; however, more extended travel is possible and may be required on short notice. Work requires short project deadlines which may require work hours to be flexible.
