Duties

Help

As a Financial Analyst, you will:

  • Identify and assess potential financial effects stemming from internal policy alternatives and external environmental conditions on BPA revenue and cost levels, cash reserves levels, operating expense and capital program levels, financing alternatives, financial risks, Treasury payment probabilities, and industry and marketplace developments including potential state and Federal legislation that may affect BPA's future financial integrity.
  • Lead special policy studies that address significant financial concerns that could adversely affect BPA's operations and are of particular complexity or financial importance to BPA and the region.
  • Coordinate and work with various internal BPA offices and external groups, including other Federal agencies in Washington, D.C. and regional customer umbrella and public interest groups.
  • Develop traditional and innovative cost, revenue, and cash reserve forecasts and related analyses associated with the financial and operating condition and characteristics of BPA and its business lines.
  • Lead the preparation of BPA's financial business strategy, rate cases, and financial plans.
  • Align financial performance measures with strategic goals.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS

A qualified candidate's resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-13) in the Federal service.

Specialized experience for this position is defined as: 1) representing the financial interests of an organization in meetings and conferences to aid in understanding and support of program plans; 2) leading working groups to resolve critical problems in financial strategy, general program, contract or policy areas such as those in revenue requirement or cost recovery areas that impact future rates; and 3) identifying and meeting customer financial needs, promoting agency services, and improving and sustaining agency competitiveness.

"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
