Help

The incumbent serves as the Chief of the Financial Analysis and Accounting Division. The incumbent provides analysis and recommendations over the broad spectrum of financial and operational management issues. Responsible for the development of internal review policies, procedures and practices. Represents agency at higher-level policy and resource allocation panels. The incumbent serves as the delegated the authority to make decisions on matters pertaining to accomplishment of assigned missions.

The incumbent develops and implements Commission direction and leadership in assessing the financial condition and performance of U.S. firms and industries involved in the statutory investigations identified in part I of this document. Provides expert advice and counsel to Commissioners and the Commission staff on a broad spectrum of accounting, auditing, and financial analysis matters, and represents the Commission, when necessary, before high-level officials of other agencies or organizations.

The incumbent provides leadership and supervision for directing and controlling the various functions assigned to the division. He/she exercises administrative and technical supervisory responsibilities over subordinate auditors, and financial analysts.

The incumbent asssists subordinate staff in interpreting, analyzing, and evaluating financial data, including the verification of such data reported by questionnaire respondents, in order to make certain that the data provided to the Commission on the financial condition/performance of U.S. firms/industries is consistent with sound accounting principles and current financial analysis theory and techniques.

BASIC REQUIREMENT:

Education: To be eligible for this position the incumbent must have a degree from an accredited college or university in accounting and/or auditing OR a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting and/or auditing. (The 24 semester hours may include up to 6 hours of credit in business law).

OR

Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal non-conformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

To qualify at the GS-15 level, you must have one-year of specialized experience equivalent to the GS-14 obtained in the federal or private sector. Specialized experience is defined as experience organizing and coordinating staff activities; experience applying your knowledge of accounting, finance, and internal controls to review financial reports and financial statements for accuracy and consistency; preparing reports on financial data that discuss not only overall trends but their underlying causes; and knowledge of the Title VII investigative process.

Experience refers to paid and unpaid experience, including volunteer work done through national service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Additional information

This detail position is not-to-exceed one-year and in accordance with 5 CFR, 335.102(f), this time limited appointment/promotion may be extended at management's discretion for a specified period of not more than 5 years.
