Summary

This position is located in the Technology and Data Support Division (TDSD) and is responsible for all Information Technology (IT) initiates, human capital reform initiatives, and is the focal point for cross functional HR policies and programs to assist the Office of Chief Management Officer and Director os WHS in the Fourth Estates HR representational roles and responsibilities and to assist WHS in the development and delivery of customer focused HR products and services.

Duties

Help

Incumbent typical work assignments may include the following:

  • Administration & Governance: Maintain, execute, and ensure adherence to established provisioning, configuration, and decommissioning policies and procedures for SharePoint Online, Microsoft Teams, and Power Platform solutions. Contribute to the ongoing development and refinement of these
    policies to optimize efficiency and security.
  • Solution Development & Customization: Design, develop, and customize innovative SharePoint Online and Microsoft Teams solutions leveraging the Microsoft Power Platform. This includes creating Canvas and Model-driven Power Apps, Power Automate flows, Power BI reports, and utilizing
  • Dataverse to build robust and user-friendly applications. including data modeling, security configuration, and integration with Power Platform solutions to ensure data integrity and accessibility.
  • SharePoint Online Administration & Support: Administer SharePoint Online site collections, encompassing comprehensive permissions management, effective content management strategies, site configuration, and user support. Provide ongoing assistance to SharePoint stakeholders for site content updates, access requests, troubleshooting, and new requirement implementation to ensure continuous business operations.

Qualifications

Basic Requirement: Applicants must have IT-related experience demonstrating the following competencies appropriate to, or above, the level of this position. For vacancies below the full-performance level of the position, the basic requirement will be evaluated on a developmental basis. Your resume and work experience should clearly support your ability to meet these competencies and will be evaluated as part of the entire application process.

  • Attention to Detail- experience reviewing my own information technology-related work or data and have been asked by others to review their work or data to ensure accuracy, completeness, and consistency with standards.
  • Customer Service- experience maintaining relationships with customers, assessing current information technology needs of customers, and developing or identifying information technology products and services that are tailored to meet customer needs.
  • Oral Communication- briefing mid-level management and IT staff on the status of information technology systems, projects, or daily operations, including the communication of technical information to a non-technical audience.
  • Problem Solving- identifying alternatives to address complex information technology-related issues by gathering and applying information from a variety of sources that provide a number of potential solutions.
Time in Grade: For entry at the GS-13 level, status applicants must have served 52 weeks as a GS-12 or higher grade in the Federal Service.

Specialized Experience:

For the GS-13, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-12 grade level in the Federal service, or comparable in difficulty and responsibility to GS-12 if outside the Federal service.

Specialized experience is defined as:
  1. Administering SharePoint Online, including permissions and content management, and integrating it with Microsoft Teams and the Power Platform.
  2. Maintaining security and staying current with the latest trends, features and updates to assigned platforms.
  3. Troubleshooting and providing ongoing issue resolution, along with stakeholder collaboration and optimizing guidance and oversight to contractor teams.

In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position. Candidates must clearly demonstrate the possession of competencies necessary to successfully perform the work of the position at the appropriate level to be qualified for the position. Applicants must describe how their experience meets the competencies within the body of the resume. No separate statements addressing competencies are required.

Education

There is no substitution of education for the qualifying experience at the GS-13 grade level.
