DUTIES AND RESPONSIBILITIES:

  1. Design, develop, implement, maintain and support solutions as determined by project approval processes, and as requested by chain of command.
  2. Design front-end user interfaces, back-end data storage systems, business logic, and automations in accordance with SDO development standards and industry standards and best practices.
  3. Design, develop, and present relevant training materials pertaining to solutions and platforms in the SDO portfolio.
  4. Collaborate with other IHSC units and HITU offices and staff to distill technical requirements from functional requirements. Provide input on requirement gathering sessions and workgroups to accurately capture and document functional requirements.
  5. Develop metrics, report and summarize assignment outcomes for areas of responsibility.
  6. Establish, manage and/or resolve SDO support requests. Analyze, escalate and work collaboratively with other staff from IHSC and the ICE Office of Chief Information Officer (OCIO) on support issues of increased complexity.
  7. Conduct market research, coordinate demonstrations; develop technical white papers and issue papers; conduct analysis of alternatives to identify technical solutions that align with project requirements.
  8. Support IT cost-benefit analyses, risk assessments, and analysis of alternatives activities to inform IHSC staff develop proper business case documentation to support their IT initiative.
  9. Explore, research and become proficient in other technology platforms and advise how to integrate those platforms into the IHSC environment.
  10. Review documents within scope of HITU projects including, but not limited to: functional requirements documents, privacy threshold analysis, privacy impact assessments, user guides, and more.
  11. Review technical sections of Performance Work Statement (PWS), Statement of Work (SOW), Quality Assurance Surveillance Plan (QASP) and other acquisition documentation within scope of HITU projects.
  12. Develop technical Standard Operating Procedures (SOPs), instructions, guides and training to support technical processes and best practices to contribute to the SDO Knowledge Base.
  13. Provide input for technical policy, procedures and strategies governing the planning and delivery of information technology services throughout IHSC.
  14. Provide input for budgetary activities associated with tracking IT acquisitions, spend plans for current and future projects, Service Level Agreements (SLAs) and developing cost estimates.
  15. Perform risk management; identify and assess project risks, mitigate threats and identify opportunities.
  16. Provide input to Contracting Officer's Representative (COR) and/or Project Officers responsible for ensuring contractor compliance and the delivery of contract deliverables.
  17. Provide continuous feedback to support process improvement within HITU by identifying, analyzing and improving existing operational processes; as appropriate, develop new processes.

  • ASSIGNMENT PAY AGREEMENT: You must not have a current Assignment Pay Agreement. However, if you have a current Assignment Pay Agreement, it must be fulfilled within 90 days of your application submission.
  • Applicants must be a current USPHS Commissioned Corps Officer or USPHS Call to Active Duty (CAD) candidate. Civilians are not eligible for this position.
  • PHS officers must participate in IHSC TDY On-Call Schedule (ITOS.) ITOS is either an entire month or two 16-day periods a year where, depending on the needs of the agency, the officer is required to be available to serve.

PHYSICAL DEMANDS:

Education

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:

  1. A bachelor's degree or higher in health care or information technology related field AND minimum of four years of experience working in a professional environment as a developer.
  2. If the incumbent holds a clinical license, it is the responsibility of the incumbent to fulfill the obligation(s) of their licensing or certifying body to maintain currency. This position may be required to perform clinical activities with the scope of clinical license in times of critical needs within the agency.
  3. Proficiency with front-end user interface and user experience design concepts and practical application.
  4. Proficiency with back-end system design and development including relational databases and NoSQL databases.
  5. Proficiency with software development concepts such as variables, algorithms, data structures, runtime complexity and their practical application.
  6. Proficiency with software communication mechanisms such as application programming interfaces over network (e.g, REST, GraphQL).
  7. Proficiency with Microsoft SharePoint and Power Platform including Power Apps, Power Automate, and Dataverse preferred.
  8. Proficiency with low-code platforms (e.g., ServiceNow, Salesforce, Appian, Pega) preferred.
  9. Proficiency with event-driven architecture design, development and implementation preferred.
  10. HTML, CSS, JavaScript, Python, Golang, .NET and/or C# experience preferred.
  11. Experience with project management concepts including waterfall and agile methodologies.
  12. Knowledge of medical, administrative, ethical and legal requirements and standards related to healthcare delivery and the privacy of protected patient information.
  13. Knowledge of program policies and guidelines, and operating procedures relating to medical information.
  14. Knowledge of organizations and responsibilities of all levels of government operations for medical information communication.
  15. Ability to provide input for responses to congressional inquiries and to effectively communicate.
  16. Flexibility and ability to adapt to sudden changes in schedules and work-related requirements.
  17. Correctional/detention health care experience preferred.
  18. Highly effective interpersonal and organizational skills; strong writing skills to include document formulation, editing, and review.
  19. Interact effectively and collaboratively with interdisciplinary teams to ensure the provision of medical care of detainees and development of program initiatives.
  20. High degree of initiative, and follow-through on a wide range of sensitive, complex, and program issues.

Additional information

This is a U.S. Public Health Service position located within the Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE), Enforcement and Removal Operations (ERO), ICE Health Service Corps (IHSC), Office of Deputy Assistant Director (DAD) of Administration, Health Information and Technology Unit (HITU). This is a non-supervisory position.

The incumbent serves as a technical analyst within the Solutions Development Office (SDO) for the IHSC and reports directly to the Supervisory Lead. As a technical analyst, the incumbent has an unparalleled opportunity and responsibility to ensure IHSC information technology (IT) innovation activities are at the forefront of advancing health care delivery. The incumbent will be responsible for developing and supporting solutions in accordance with industry standards and best practices and performing operations and maintenance duties for business-critical IT platforms.

In Fiscal Year (FY) 2024, IHSC provided medical services to more than 138,000 aliens housed in 18 facilities throughout the nation. In FY 2024, IHSC oversaw compliance with health-related standards for over 186,900 aliens housed in 129 non-IHSC-staffed facilities, totaling almost 45,500 beds.

IHSC Headquarters provides guidance and support to IHSC-staffed facilities. While IHSC does not directly provide medical services in non-IHSC-staffed facilities, IHSC audits the facilities' compliance with national detention standards, as required by each facility's contract with ICE.

The Technical Analyst reports to the SDO Supervisory Lead.

Assignments are usually of a long-term, recurring or broadly defined nature and will include ad hoc tasks in addition to longitudinal projects. Officer plans, and organizes own work, selects and develops methods, and seeks assistance from experts only rarely. Work is reviewed for attainment of objectives, accuracy, technical validity, adherence to user requirements, compliance with standards and best practices, and technical defects. Guidelines may be applicable to some but not all parts of an assignment and may contain some inconsistencies and be partially unconfirmed. Selection and adaptation from available possibilities involving a moderate amount of modification and innovation is required. The officer uses judgment in interpreting and adapting guidelines such as DHS and PHS policies, regulations, precedents and work direction for application to specific cases.

The officer analyzes results and recommends changes in guidelines and program policies. Innovations and modifications to accepted procedures must be approved and clearly documented. The officer keeps the supervisor informed of the status on projects and consults with him/her on any significant problems encountered.
